Company Information Questionnaire SOURCES SOUGHT The Pennsylvania National Guard (PANG) United States Property Fiscal Office (USPFO) Purchasing and Contracting (P&C) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for TECHNICIAN OCCUPATIONAL MEDICAL SURVEILLANCE EXAMINATION SERVICES. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 621999 Size Standard $10 Million. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The Government will not entertain any quotes or proposals The government will evaluate market information to ascertain potential market capacity to: 1) Provide services consistent in scope and scale with those described in this notice and otherwise anticipated 2) Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements 3) Implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation 4) Provide services under a performance based service acquisition contract. Folweiler IV Email: raymond.c.folweiler.mil@mail.mil Background, Scope, Requirements, and Objectives Background: The PNG Requires Medical Exams in order to monitor the health of civilian federal technicians exposed to workplace hazards through technician Occupational Medical Surveillance Examinations. The physicals will be given to technicians working in aviation and ground heavy equipment maintenance, mechanics, painters, welders, fire fighters and any other employee exposed to a workplace hazard. The Technician Occupational Medical Surveillance Examination is a regulatory federal requirement as outlined in DOD 6055.05-M the Occupational Medical Surveillance Examinations Manual. Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform Technician Occupational Medical Surveillance Examination Services to include reporting examination results to the State Safety Office Occupational Health Nurse. The examinations will be conducted at two locations in Pennsylvania (PA) Fort Indiantown Gap, Annville, PA and the Combined Surface Maintenance Shop - West (CSMS-W) located in Coraopolis, PA. Government facilities will not be provided. The contractor must be capable of conducting the Technician Occupational Medical Surveillance Examinations using mobile medical units (vans, trailers ect.) The examinations at CSMS-W will be conducted once per quarter. The examinations at Fort Indiantown Gap will be conducted 12 times per year (during the month of the employee's birth date). An initial surge may be required in order to provide examinations to employees who had birthdates prior to the award of a contract. The Contractor will be required to provide timely reports to the PANG State Safety Office (SSO). Approximately 700 exams will be administered annually. Requirements: The sources sought must be a contractor that is a business entity of the sort that can legally exercise ownership and/or control of persons/employees that are licensed/registered to practice medicine and/or conduct physical examinations in the Commonwealth of Pennsylvania. The medical contractor must be familiar with medical regulations in accordance with applicable American Board of Occupational and Environmental Medicine (ABOEM), American Association of Occupational Health Nurses (AAOHN), U.S. Department of Labor, Occupational Safety and Health Administration (OSHA), and the National Institute for Occupational Safety and Health (NIOSH) Standards. Objective: Provide approximately 700 examinations to federal employees in various work classifications throughout the Commonwealth of Pennsylvania in order to ensure their safety.
