- The Contracting Department, NAVSUP Fleet Logistic Center (FLC), Norfolk intends to negotiate a Sole-Source Firm Fixed-Price contract and will utilize procedures under FAR Part 13.5, Test Program for Certain Commercial Items with Vulnerability Research Labs (VRL), 2100 Reston Parkway, Suite 500 Reston, VA 20191-1244. The proposed requirement is to acquire ongoing maintenance and support for the following software information toolsets already in place: HammerFist and Operations Center as required by Navy Information Operations Command (NIOC). These toolsets are Network Investigative Technique tools. They are used to conduct operational capabilities in network security and information assurance assessment. This is a Sole Source Action because these software toolsets are available exclusively from Vulnerability Research Labs. VRL is the sole developer, manufacturer, and distributor of these software toolsets and the only provider of the requested ongoing maintenance and support. This maintenance and support is essential for each toolset proper functioning. The period of performance for this requirement will consist of one (1) 12-month base period and two (2) 12-month option periods. The anticipated date of the award is on or about 19 July 2016. The anticipated start date of performance is 01 August 2016. This notice of intent is NOT a request for competitive quotations; however, all responsible sources may submit a quotation, which shall be considered by the agency. A complete RFQ package will be available on or about 16 June 2016, by downloading the documents at the NECO Website as follows: http://www.neco.navy.mil. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industry Classification System (NAICS) code for this acquisition is 511210. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423, or via the Internet at http://www.sam.gov.
