- The AOC has a requirement for the services of an Interpretive Planning Consultant Firm for the U.S. Capitol Visitor Center (CVC) Washington, D.C. The CVC is seeking an Interpretive Planning Consultant service provider to develop an interpretive plan for the CVC Exhibition Hall. This interpretive plan is needed to achieve the impact and outcomes identified in the Impact Planning Framework through a multi-phase process. BRIEF BACKGROUND ABOUT CVC The Capitol Visitor Center ("CVC") is a 580,000 square foot underground addition to the U.S. Capitol that opened to the public on December 2, 2008. The CVC offers security, increased amenities, and an enhanced educational experience as visitors tour the Capitol building and learn about the Legislative branch of government. The CVC is the largest expansion to the U.S. Capitol, and the first expansion to focus on the needs of the visitor. More information is available on www.visitthecapitol.gov The Exhibition Hall Space is an approximately 16,500 square foot exhibit area located on the lower level of the CVC between the North and South Orientation Theaters. There are Senate and House Theaters located in Exhibition Hall each showing an informative film detailing the work performed in their respective institutions, in addition to displaying live floor feeds from both chambers. There are multiple locations and stops for artifacts and displays in Exhibition Hall, including an interactive touch panel system, to provide an immersive, educational and inspiring experience for the public and Congressional staff visiting the CVC and the U.S. Capitol. PROJECT OBJECTIVE: The CVC aims to strengthen or revise its existing interpretation in Exhibition Hall, so that it aligns with and achieves the Impact Planning Framework's impact and outcomes. Other objectives the CVC has for the redesign are to include the following: A. Transform Exhibition Hall into a place where visitors play an active role in understanding and interacting with the issues that we grapple with as a nation through Congress and that have shaped and will continue to shape visitors' lives; B. Revise Exhibition Hall to make it relevant to visitors and develop a plan to maintain that relevance as the exhibition ages; C. Inspire target audiences to display physical manifestations of their engagement, such as personally identifying with themes and topics displayed, interacting with exhibit components, conversing with other visitors, taking civic action, etc.; D. Refine current content to reduce the density of information and/or select new stories to tell a clearer, more concise story; E. Modify content and design of Exhibition Hall to make the space accessible and welcoming to all visitors; F. Revise content framework and potentially the design of the rotating exhibit space on the front of the marble wall to allow for greater flexibility and better storytelling. Improvements must be made to all interactives and audiovisual components (if retained in their current form in the redesigned exhibition) and may include changes to interpretive approach, content, design, lighting, programming, communications, and other related attributes. The Contractor shall provide all services, including labor, materials, equipment, facilities, and travel necessary to provide the CVC with interpretive planning services throughout the period of performance which will includes the Pre-design Phase, Conceptual Design Phase, Schematic Design Phase, and Design Development Phase. The overall project schedule assumes a major renovation of Exhibition Hall using a modified design-build approach. The schedule is subject to change as project scope and other parameters are developed or become known. The associated NAICS Codes are: 541690 541430, 541340, 541330, and 541990. The solicitation will be issued on or about June 28, 2016. The due date for receipt of proposals is TBD. The solicitation will be available electronically on FedBizOps on the date of issuance.
