- Solicitation Documents 1. Project Title: Energy Rating for Residential Homes in DC Area 2. Sponsor Points of Contacts: Capt. Project Objective: Conduct a RESNET projected rating on homes on Joint Base Myer-Henderson Hall and Fort McNair and provide recommended energy upgrades with estimated savings estimates. This outsourcing of the data analysis is in support of the US Army project client: Office of Assistant Chief of Staff for Installation Management (ACSIM). Information obtained from this study can only be used for this project. Contrqctor cqn not use this information without the written authorization from the Department of the Army. 4. Project Tasks: I. Conduct a RESNET projected rating on homes a. Create a RESNET projected rating using certified RESNET energy modeling software for 25 different homes. b. Most of these homes will be different floor plan models and be between 2,000-4,000 sf. There will be no more than 5 homes between 4,000-9,000 sf. c. Provide the projected HERS score for each of these rated homes. d. All RESNET standards for a projected rating must be met. e. All RESNET rating software models will be given to the Systems Department at West Point for quality assurance. II. Provide recommendations for energy upgrades in each rated home a. Provide 5 energy savings recommendations per home that could be cost effective. b. The recommendation will include expected energy savings for each recommendation. 5. Background/Problem Descriptions: There are a large number of older homes on military installations that have high energy consumption rates, and the energy managers on these installations do not know what the most cost effective energy upgrade would be for these homes. Additional energy analysis on these homes will provide the energy managers the required information to make cost effective decisions on their energy upgrades. RESNET (Residential Energy Services Network) is a non-profit organization that creates national standards for efficiency rating and certifications and certifies the accuracy of raters, software programs, and quality assurance programs. The HERS (Home Energy Rating System) score is a MPG like rating for a home. In 2014, 33% of all new homes sold in the US had a HERS score. The RESNET rating system is used by states for energy code compliance and used by the federal government for tax credit and energy star qualification. 6. Product Deliverables: a. RESNET energy modeling software files in electronic form are given to the government for all homes with a projected rating. (Task I) b. The building data input file in electronic version for all of the building characteristics for each individual projected rating from the RESNET energy modeling software. This file will be unchanged from the data export function of the RESNET energy modeling software and be able to be read by someone without the license to the RESNET energy modeling software. (Task I) c. List of all HERS scores for each rated home. This list will include the building address and be in one single document. (Task I) d. Provide initial data check (Project deliverables 6a, 6b, and 6c) after two homes to verify process concept. (Task I) e. Provide data (Project deliverables 6a, 6b, and 6c) for interim data checks at (25%, 50%, and 75%) for quality control. (Task I) f. Correct any errors found in data (Project deliverables 6b, 6c, 6d, and 6e) by government. (Task I) g. Provide recommendations for energy upgrades in each home. Each recommendations will list an estimated savings value. (Task II) 7. Work Completion Date: NLT 4 months after contract award date. Task Deliverable Date 6.a All software files submitted to government NLT 3.5 month after contract award date 6.b All building data input files NLT 3.5 months after contract award date 6.c All HERS scores NLT 4 months after contract award date 6.d Provide initial data check NLT 1 months after contract award date 6.e Provide data check at 25% data NLT 1.5 months after contract award date 6.e Provide data check at 50% data NLT 2 month after contract award date 6.e Provide data check at 75% data NLT 3 months after contract award date 6.f Correct errors NLT 4 months after contract award date 6.g Provide recommendations NLT 4 months after contract award date 8. Government Furnished Information. The Joint Base Myer-Henderson Hall housing office will: a. Escort the contract through all of the homes on post. b. Provide accurate floor plans for all of the homes. c. Provide the contractor with available inspection dates for the large homes. d. May provide the contractor with window dimensions on the large homes to minimize indoor traffic throughout the home. e. Provide the contractor with the errors found NLT two weeks before the contract is finalized. 9. Contractor Requirements. a. Contractor personnel must have required technical knowledge, experience, and government clearances to accomplish these tasks. b. The contractor must be RESNET certified. c. The contractor will be allowed to take photos of the homes from the exterior. Any interior photos other than of HVAC equipment must be approved by the housing office. 10. Place and period of performance. The period of performance for this contract shall be from 1 AUGUST 2016 - 1 JAN 2017. Data must be collected on JB Myer-Henderson Hall. There is no requirement for the contractor to complete this data analysis on a military installation. 11. Non-personal services contract. The government and the contractor understand and agree that the tasks described in this performance work statement shall be administered and performed as a non-personal services contract, as defined at FAR 37.101. The contractor shall perform the tasks described by this performance work statement as an independent contractor. The government shall not supervise or direct the contractor or its employees in the manner in which it performs the tasks.
