- Statement of Work providing the work to be performed The Office of Disaster Assistance (ODA), SBA, provides victims of natural disasters in the United States (including Puerto Rico and other US possessions) with access to low interest loans for the purpose of rebuilding their homes and/or businesses and resuming their normal lives. For the past several years, ODA has provided a Help / Service Desk, which is staffed by expert analysts throughout all SBA Centers, to record, track and resolve technical requests (eg, password re-set), incidents (e.g, latency, outages, error messages) and other problems that internal users may experience with DCMS. To assist these analysts, SBA/ODA has been using Computer Associates (CA) Service Desk Manager IT problem management software (PMS) version 12.6 that is no longer supported by Computer Associates as of December 31, 2015. Therefore, the SBA, Office of Disaster Assistance requires an Upgrade to version 14.1 of the CA Service Desk Manager IT problem management software (PMS). Brand Name: The brand name upgrade is the required option. The reasons that weigh heavily in favor of this are: 1. It is the lowest cost option, without sacrificing any functionality: Because ODA already owns 30 copies of the down-level software, CA will provide an upgrade at a low ‘grandfathered' price contrasting with NEW and equivalent software from a different vendor, which is estimated at approximately $50,000. 2. It provides the least disruptive path for training and acceptance as users are already familiar and trained in the look and feel, features and functions of the existing old version. 3. It will connect seamlessly to the existing problem ticket database and reporting tool: These were designed to work with the older version, and CA has ensured that they plug seamlessly into the new version. All work shall be performed in accordance with the attached Statement of Work. It is anticipated that a Firm Fixed Price contract will be awarded as a result of this solicitation Each offeror must bid on and all or none basis including options. The information provided along with the Cost Proposal information to evaluate each offeror for award. OPTIONS 52.217-5 Evaluation of Options (JUL 1990) Except when it is determined in accordance with FAR 17.206(b) not to be in the Governments best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). (End of Provision) 52.217-8 Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 10 days of contract expiration date. (End of Clause) Subsequent to award, each option will be exercised in accordance with the following clause: FAR 52.217-9 Option to Extend the Term of the Contract (Mar 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 10 days prior to contract completion provide that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed three years. (End of Clause) BASIS OF COST & SOURCE SELECTION PROCEDURE The Government reserves the right to award the contract to other than the lowest priced offeror. The Government will consider three factors: Technical Approach, Past Performance, and Cost/Price. Technical Approach and Past Performance, when combined carry a greater weight than Cost/Price alone. The highest rating will be a weighted average of the score for each vendor based on the following criteria. FACTOR 1: TECHNICAL APPROACH a. Quality of the technical proposal and likelihood of quality and timely delivery of the services required. Evaluation shall assess the detailed technical description of how all the required work will be accomplished. The following rating method shall be used in the evaluation of the technical approach Factor 1a (Quality of Technical Approach): o Excellent - Based on the offeror's technical approach, no doubt exists that the offeror will successfully perform the required effort. The technical approach shows a complete understanding and methodology for completing the Statement of Work within the standards and workload specified. o Good - Based on the offeror's technical approach, little doubt exists that the offeror will successfully perform the required effort. The technical approach shows an acceptable understanding and methodology for completing the Statement of Work within the standards and workload specified. o Marginal - Based on the offeror's technical approach, some doubt exists that the offeror will successfully perform the required effort. The technical approach shows a marginal understanding and methodology for completing the Statement of Work within the standards and workload specified. o Poor - Based on the offeror's technical approach, serious doubt exists that the offeror will successfully perform the required effort. The technical approach demonstrates significant deficiencies in understanding and implementing performance of the Statement of Work within the standards and workload specified. FACTOR 2: PAST PERFORMANCE The evaluation will be based on the information obtained in the proposal and, when necessary, from other references provided by the offeror. It will also look at other relevant past performance information that may not have been provided by the offeror. The evaluation will consider: (1) the qualifications of the vendor relevant to the work described in the proposal and (2) knowledge and previous experience in performing the work as described in the Statement of Work. The Government will assess the relevant risks associated with each offeror. Performance risks are those associated with an offeror's likelihood of success in performing the acquisition requirements as indicated by that offeror's record of past performance and knowledge and experience of the research in the fields relevant to this Performance Work Statement. For those offerors who have prior experience as a contractor, the Government will focus on the past performance as it relates to all acquisition requirements, such as cost, schedule and performance, including standards of good workmanship; the offeror's adherence to contract schedules, including the administrative aspects of performance; the offeror's reputation for reasonable and cooperative behavior and commitment to customer satisfaction; and generally, the offeror's business-like concern for the interest of the customer. The Government will consider the number or severity of an offeror's problems, the effectiveness of corrective actions taken, the offeror's overall work record, and the age and relevance of past performance information. The following rating method shall be used in the evaluation of past performance information: o Excellent - Based on the offeror's past performance record and/or qualifications and knowledge of the field, no doubt exists that the offeror will successfully perform the required effort of the Statement of Work. o Good - Based on the offeror's past performance record and/or qualifications and knowledge of the field, little doubt exists that the offeror will successfully perform the required effort of the Statement of Work. o Marginal - Based on the offeror's past performance record and/or qualifications and knowledge of the field, some doubt exists that the offeror will successfully perform the required effort of the Statement of Work. o Poor - Based on the offeror's past performance record and/or qualifications and knowledge of the field, serious doubts exists that the offeror will successfully perform the required effort of the Statement of Work FACTOR 3: COST / PRICE The government will evaluate the proposed rates for the labor categories in the Pricing Schedule of the solicitation for best value and completeness. The Government will also evaluate cost and price realism with regard to the ability of the offeror to meet requirements in terms of skills required, complexity of disciplines and job difficulty, if the Government deems such analysis necessary. NOTICE TO OFFERORS • In order to be considered award contractor: o Must be registered and currently active in the System for Award Management (SAM) o Must be an authorized reseller of Computer Associates for the Upgrade CA Service Desk Manager Software. o Prepare a Technical, Past Performance proposal addressing each of the factors listed above. o Prepare a Cost Proposal listing the Labor Categories, the labor hours, labor rates and labor O/H. o It is anticipated that the SBA will award a Firm Fixed Price contract. o If these items are provided under your own or a partner GSA Contract please provide that number. o Also, please provide in your proposal, your DUNS, Cage Code, Point of Contact information.
