- 1. The National Geospatial-Intelligence Agency (NGA), Office of Contract Services (OCS) intends to commence negotiations for a modification to add options to an existing contract vehicle. This notice serves as the notice of proposed contract action in accordance with Federal Acquisition Regulation (FAR) Subpart 5.2. Pursuant to FAR 6.302-1, the agency intends to add two (2) 6-month options (Option Periods 1 and 2) to extend Enterprise Search support services on the Agile Web Presence (AWP) contract. The statutory authority for this sole source contract action is 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1(a). Pursuant to FAR 6.302-1(a)(2)(iii), services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of costs that is not expected to recovered through competition. 2. Contract HM0476-15-D-0001 was competitively awarded to Octo Consulting Group, Inc. as a total small business set-aside. The overall objective of AWP is to integrate and standardize NGA's on-line content to the maximum extent possible. The AWP effort provides an interactive, easy-to-use environment for discovering GEOINT data and collaborating with other users to answer key intelligence questions. The AWP enables users to access many National System for Geospatial-Intelligence (NSG) web pages from a single web portal and provides users with a simple, intuitive, and comprehensive access to NSG GEOINT, to include data, products, and services. The AWP contractor provides support for engineering, technical development, and other required activities that leverage Commercial off-the-shelf (COTS), Government off-the-shelf (GOTS), open source, and other technology needed to advance NGA mission-related efforts. In addition, AWP provides the development and maintenance of enterprise websites (Globe portal and www.nga.mil) for the discovery and retrieval of GEOINT and related GEOINT services. AWP also continues the development and maintenance of the legacy enterprise website (UWP portal) functionality until retired. 3. The AWP contract currently includes a base award and option period of 6-months each for a total of one (1) year of Enterprise Search as Research, Development, Test, and Evaluation (RDT&E) and Operation and Maintenance (O&M). The Enterprise Search support consists of delivery of sprints using agile development methodology, O&M, and transition. The Enterprise Search Contract Line Item Number (CLIN) for Option Period 1 expires on 4 August 2016. NGA requires the continuation of these Enterprise Search support services on the AWP contract. The contemplated modification and new options constitute a "bridge" effort for continuation of these highly specialized services. Enterprise Search is considered an indispensable component for a number of new and evolving NGA enterprise capabilities. 4. The contractor will provide continued development of architecture changes, usable capabilities under the AWP contract, O&M, and eventually transition to a follow-on program. In addition, the AWP search CLIN, which ends on 4 August 2016, is the sole Application Software Provider (ASP) support for the Enterprise Search program until the award of the follow-on contract. NGA is currently planning a competitive source selection for a Yorktown contract to support the GEOINT Search and Retrieval (GSR) Program. The GSR Program will assume the Enterprise Search requirements, capabilities, and infrastructure completed under the AWP contract. 5. The anticipated release date of the Yorktown Request For Proposals (RFP) is currently planned for the third quarter of 2016. The new option periods on the AWP contract, if exercised, would provide Enterprise Search (RDT&E and O&M) support services, initially until 4 February 2017, and ultimately 4 August 2017, if necessary. 6. A formal market survey was conducted as part of the acquisition planning for the basic contract award. Market research conducted at that time as well as the offers received in response to the solicitation demonstrated that many companies were capable of performing AWP services and meeting the necessary security requirements. Although other sources (small business concerns) are capable of performing the work, a substantial duplication of costs is likely to occur in terms of time and money, and the amounts of these duplicated costs are not likely to be recovered through competition. 7. This notice of intent is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. 8. Pursuant to FAR 6.305, the approved justification will be made available within 14 days after award. The contracting officer intends to post a redacted version of the justification on the UNCLASSIFIED Acquisition Resource Center (ARC) website at https://acq.westfields.net. Note: Contractors granted accounts on the UNCLASSIFIED ARC network may access NGA Business Opportunities and view a For Official Use Only (FOUO) document but may not disseminate it any further.
