Description
The Department of Homeland Security (DHS), Federal Protective Service (FPS), East Consolidated Contracts Group intends to procure armed protective service officer services for the following locations: 1. 1310 North Courthouse Road, Arlington, Virginia (VA0028) 2. 2331 Mill Road, Alexandria, Virginia (VA0040) 3. 6295 Edsall Road, Alexandria, Virginia (VA0309) 4. 1110 N. Glebe Road, Arlington, Virginia (VA0313) 5. 1401 Wilson Boulevard, Arlington, Virginia (VA1460) 6. 1525 Wilson Boulevard, Arlington, Virginia (VA0396) 7. 4601 N. Fairfax Drive, Arlington, Virginia (VA0865) 8. 1700 N. Moore Street, Arlington, Virginia (VA0354) 9. 3101 Park Center Drive, Alexandria, Virginia (VA0208) 10. 4121 Wilson Boulevard, Arlington, Virginia (VA0834) 11. 4201 Wilson Boulevard, Arlington, Virginia (VA0349) As an integral part of this security effort, the contractor shall provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, and files necessary to accomplish the requirement. The issuance of the Request for Proposal (RFP) will result in a Firm Fixed Price (FFP) contract and will be issued under the authority listed in Federal Acquisition Regulation (FAR) 12, Commercial Items, as a small business set aside. The periods of performance are as follows: Base Year Ordering Period 1: 01/01/2016 - 12/31/2016 Ordering Period 2: 01/01/2017 - 12/31/2017 Ordering Period 3: 01/01/2018 - 12/31/2018 Ordering Period 4: 01/01/2019 - 12/31/2019 Ordering Period 5: 01/01/2020 - 12/31/2020 FAR 52.217-8 01/01/2021 - 06/30/2021 The RFP shall require offerors to submit a technical proposal, as well as a price proposal. The technical proposal will be considered significantly more important than the price proposal. The NAICS code is 561612, Security Guard and Patrol Services. The size standard is $20.5 million. NOTE: Contractor must possess a secret facility clearance prior to the submission of proposal. It is the contractor's responsibility to monitor the website for the issuance of the RFP, as well as any amendments. All contractors must be registered in the System for Award Management (SAM) https://www.sam.gov/portal/public/SAM/. A Pre-Proposal Conference will be conducted at the FPS-AD office in Philadelphia shortly after solicitation issuance. This conference will invite all interested parties to attend a briefing on this procurement, including but not limited to a summary of the evaluation criteria: explanation of relevant past performance, supervisory post exhibit, teaming arrangements, etc. Attendance is not mandatory; however, it is strongly recommended.
