Description
The U.S. Department of Transportation Volpe National Transportation Systems Center (Volpe Center) intends to conduct negotiations in anticipation of awarding a purchase order to Veolia Energy Cambridge LLC (Veolia), 53 State Street, Boston, MA on a basis of other than full and open competition under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996) as referenced in Federal Acquisition Regulation (FAR) Subpart 13.5. The order will be for the Volpe Center's steam utility services for the next ten (10) years (through April 2026). The order will be structured with a base period and eleven optional periods - mostly on the fiscal year from 1 Oct - 30 Sep. The Volpe Center has received delegation authority in accordance with FAR Subpart 41.103 from the General Services Administration (GSA) to enter into this utiility contract as there is no GSA areawide contract for these services. The Volpe Center campus located at 55 Broadway, Cambridge, MA receives its heat and domestic hot water via steam distribution, which is currently provided by Veolia. Through market research, Veolia has been found to be the only contractor with steam infrastructure in place to provide these services to the Volpe Center. Steam generation and delivery has a large infrastructure requirement and the source must be located in close proximity to the user load. The Volpe Center does not possess the infrastructure to generate steam in the capacity required. This is why the Government intends to conduct negotiations with Veolia on a basis of other than full and open competition. The applicable North American Industry Classification System number is 221330 with a size standard of $15 million. There is currently no quotation document available for this acquisition. As this procurement is for a commercial service, interested parties shall make inquiries and/or provide capability information to the contact point shown in this notice within seven (7) calendar days after publication of this announcement, or by 1600 hours Eastern Time on 22 Jun 16. All timely responses received shall be considered, however, a decision to compete this requirement or not is solely within the Government's discretion. Businesses will not be reimbursed for any costs associated with information submitted in response to this announcement.
