- THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov or by telefax to 720-963-3360 (Attn: Craig Holsopple) for receipt by close of business (2 p.m. local Denver time) on June 23, 2016: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $25 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value in which you performed ( as the prime contractor ) highway construction work in environmentally sensitive, remote, locations that included asphalt paving in high mountain terrain, major earthwork excavation, rock buttresses, culvert installation, and wetland mitigation. State whether your firm was the prime contract or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. This requirement may be met by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 35% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. PROJECT DETAILS: CO FLAP 209(1) Cottonwood Pass Road Gunnison County This 12.5 mile project is for improvements to Cottonwood Pass road in Gunnison County Colorado. The project starts at the intersection of Cottonwood Pass road and CR 742 and ends at the top of the pass (Approximately 19 miles west of Buena Vista, CO). Major work items include approximately: · 132 acres of clearing and grubbing · 326,000 cubic yards of roadway excavation · 6,700 cubic yards of subexcavation with geotextile · 3,300 cubic yards of cut slope rock buttress · 1.2 acres of roadway obliteration · 40,600 tons of asphalt concrete pavement, gyratory mix · 56,800 tons of aggregate base · 8,600 linear feet of 24 inch diameter culvert · 300 linear feet of 36 inch diameter culvert · 11,700 linear feet of underdrains · 0.2 acres of wetland mitigation ESTIMATED Cost: The estimated cost of construction is between $20 and $25 million. SCHEDULE: It is anticipated that advertisement for this project occur in November 2016 with an award likely within 60 days after advertisement begins. The road will be closed to public travel within the project limits for the duration of the project, with a completion date of November 1, 2018. Additional Information: Cottonwood Pass Road begins at an elevation of 9,360 feet and reaches a height of 12,110 feet at the pass. The upper reaches are characterized by rugged topography and adverse climatic conditions. The project site has a narrow bench and sharp curves making for a very limited construction site. The adjacent terrain is generally steep with tall slopes. This project is located in a sensitive natural setting. Mitigation of wetland areas, on-site and nearby, are included in the project. Provisions will be necessary to protect Federal or State listed endangered, threatened, or special concern species. Provisions will include limitations on when and where work can occur. Contractor-furnished biological monitors will be required for some elements of the work. An 11 acre government-owned material source has been identified along the lower and flatter portion of the road. The quality of material is generally acceptable, but may require removal of unacceptable material or blending to produce aggregate for surface course or asphalt.
