I.PRE-SOLICITATION CONFERENCE/SITE VISIT a.NAWCTSD is hosting a Pre-Solicitation Conference (Industry Day) and Site Visit for interested contractors at will be conducted at the following locations: Site/PlatformPOC Address/Phone/SMODate/Time and Location Kaneohe Bay, HI Clyde Kawakami, ISEO W. (808) 257-8526 MCB Hawaii Kaneohe Bay Flight Training Facility Building 4041 Kaneohe Bay, HI 96863 clyde.kawakami@navy.mil Date: 12 -13 July 2016 Time: 0900-1600 MCB Hawaii Kaneohe Bay Flight Training Facility Building 4041 Kaneohe Bay, HI 96863 b.The purpose of the Industry Day and Site Visit is for the Government to provide interested TSC III Lot II contractors ( œofferor ) an overview of the program requirements and also provide an opportunity for interested offerors access to the 2F220 Containerized Flight Training Device (CFTD) at Kaneohe Bay, HI for purposes of acquiring familiarity. c.TSC III Lot II contractors interested in attending the Industry Day and Site should contact Mr. Winward Truitt via email at Winward Truitt@navy.mil no later than (NLT) 1600 on 7 July 2016. Please include the company name, attendees ™ names, email addresses, phone numbers, and company address to confirm attendance for Industry Day/site visits and state if you are interested in scheduling a site visit session in the email response. The Government will offer one-on-one sessions between the Government team and prospective offerors at Industry day. All prospective offerors are urged to attend the Industry Day. However, each company is restricted to (3) three attendees (including subcontractors and/or teaming members) to attend the briefing and site visit sessions. The time of the requested site visit session will be sent via email directly to each interested offeror NLT 1600 on 7 July 2016. Mr. Winward Truitt will compile an attendee list consisting of name, company, email address and phone number. The listing will be provided to all attendees after Industry Day the site visits is completed. d.Questions: All Questions generated at the Pre-Solicitation conference, site visit and ones-on- ones shall be submitted in writing. At no time will the Government answer questions to a single potential offeror regarding the solicitation; answers to all solicitation questions will be provided to all potential offerors. The Government will not engage in side-bar question and answer sessions with any individual potential offeror. e.Schedule: The following is the schedule for the Industry Day/Site Visit: DateTimeEvent DescriptionLocation 12-13 July 2016 0900-1600Industry Day Group Forum and Site Visit SessionsKaneohe Bay, HIBuilding 4041, f.Base and Building Access Instructions: Exact building/room number location for the Pre-Solicitation Conference/Site Visit will be provided by the POC in paragraphs (a) above upon receipt of visitor requests. Subcontractor requests must be requested through the Prime Contractor. The Subcontractor attendees will count toward the limit of attendees. For the Industry Day and Site Visit attendee, please provide attendee ™s first name, last name, middle initial, company represented, company address, attendee ™s email address, phone number, country of citizenship, and indicate if the attendee has a Common Access Card (CAC) with date of expiration. Forward this information to the above mentioned ISEO ™s no later than 7 July 2016 to the individuals listed in paragraph (a) above. A courtesy copy of each visit request must be submitted via email to Mr. Truitt. g.Failure of an offeror to attend the conference or to submit any questions will be construed to mean that the offeror fully understands all requirements of the solicitation. Prospective offerors were advised that the conference will be held solely for the purpose of explaining the specifications and terms and conditions of this solicitation. All prospective offerors were advised that this solicitation will remain unchanged at the conclusion of the conference, unless this solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgement and receipt of any such amendment shall be applicable. In no event, will failure to attend the conference constitute grounds for a claim after award of the task order. h.The Government is not responsible for, nor will the Government pay, any portion of the costs associated with attendance at the respective site visits by prospective contractor personnel II.DRAFT DOCUMENTS a.The following Attachments and Exhibits listed in Section J are listed below and will be made available upon request, to TSC III Lot II offerors who make a request to Winward Truitt, Winward.Truitt@navy.mil via the AMRDEC Safe Access File Exchange due to some the documents markings: Attachment 1 “ Statement of Work (Draft) * Attachment 2 “ Performance Specification Dev2F220 (Draft)* Attachment 3 “ Performance Specification Dev2F246 (Draft)* Attachment 4 “ CH Trainer Engineering Change Request (TECR) (Draft) Attachment 5 “ H53 Matrix (Draft) * DISTRIBUTION STATEMENT D: Distribution limited to DoD and DoD Contractors only; 0Critical Technology: to protect information and technical data which advance the state-of-the-art or describe new technology in an area of significant or potentially significant Military application, or relates to a specific military deficiency of a potentially adversary. This control on critical technology will allow early dissemination to the U.S. government, and its domestic contractors in a manner that will ensure compliance with International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR). Other request shall be referred to Commander, Naval Air Systems Command (PMA-205), 47123 Buse Road, Building 2272, Room 345, Patuxent River, Maryland 20670-1547. b.Offerors interested in obtaining copies of the draft documents shall submit their request to the cognizant Contracting Officer, via the Contract Specialist, Mr. Winward Truitt (Winward.Truitt@navy.mil) in order to have the AMRDEC password sent to them. Requests for attachments shall be executed by an individual with authority to bind the company in such an agreement. Once the request is processed and approved by the cognizant Contracting Officer, an AMRDEC password will be sent to the requesting offeror. c.Offerors are hereby informed that the documents may change. All final documents will be included in the final solicitation or RFP. The RFP will be posted on the Navy Electronic Commerce Online (NECO) website at https://www.neco.navy.mil and the Federal Business Opportunities (FBO) website at http://www.fbo.gov/. Due to the markings, some attachments will be provided via the AMRDEC Safe website https://safe.amrdec.army.mil/safe/ and/or Compact Disc (CD) or Digital Versatile Disc (DVD).
