- Ballast Fouling Measurement Tools Phase II & III Synopses Sole Source Intent Notice (This is not a Request for Proposals) The Federal Railroad Administration, Washington, DC, intends to award a Sole Source, Firm-Fixed Price (FFP) Contract to Earth Science Systems, LLC. Phase II will build on previous work under DTFR53-13-C-00061, where a prototype Radar Ballast Inspection Tool (RABIT) was built and tested, and various analysis routines were written to model and interpret the GPR data. Phase II work will include: 1) create a much more portable RABIT, 2) conduct ballast measurements on live track under field conditions, and 3) investigate the relationship between ballast condition and material behavior (i.e., ballast strength). Additionally, RABIT research will be conducted alongside a related FRA funded project that uses seismic methods to investigate ballast condition in order to assess the benefits of combined radar and seismic inspections. Based on FRA's analysis, this device is unique to the rail industry. To re-develop this device through a new research project with a different supplier would be cost prohibitive. Phase III will leverage the aforementioned most recent research efforts of ESS to further evaluate the development path for a field-worthy RABIT system. Use of another vendor would be burdensome to the government as a new vendor would be required to repeat much of the work that was completed in Phase I. The proposed contract action, for which the Government intends to solicit to only one source under authority of FAR 6.302, to continue development and testing of the rail-mounted, portable, tag device. This synopsis is not a request for competitive proposals; however interested parties may identify their interest and capability to respond to the requirement. Respondents must provide a capability statement for "Ballast Fouling Measurement Tools Phases II & III." Oral communications are not acceptable in response to this synopsis. Interested parties with the capability of meeting the proposed requirements are requested to provide an E-mail to the FRA point of contact, Ms. Shemeka Ricks, ( shemeka.ricks@dot.gov ) no later than 1:00 p.m. EST Friday, July 01, 2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
