- Revision to the Basis for Award Amendment 0002 to RFQ# CPSC-Q-16-0038 is hereby issued for answers to questions and revision to the basis for award as follows: Question 1: What are the specific requirements for the key personnel: a. What level of education is required (BS, MS, or PhD)? b. How many years of experience is required? c. Are there any certifications desired? Answers to Q1a,b, &c: There is no educational requirement, however CPSC will review and access the key personnel's overall education and experience as noted in the basis for award. Please see the revised basis for award as part of amendment 0002. d. PWS Section 2. Background paragraph 1. What are examples of special expertise that has been or is projected to be required? Answer to Q1d: Special expertise could include complex applications in exposure modeling or risk modeling, or subject matter expertise in particular areas of toxicology, such as reproductive/developmental toxicology. Question 2: Based on the past toxicological contract with the incumbent: a. What was the number of toxicity reviews, risk assessments, and peer reviews that were conducted each year? Answer to Q2a: Under the incumbent contract since FY 2012, 18 task orders have been awarded to date. b. How many toxicologists are required for the peer review of a document? Answer to Q2b: For peer reviewers, the performance work statement reads: "the Contractor in consultation with the CPSC COR, will select peer reviewers, generally at least three, based on their technical expertise and the needs of the particular review (see section 5a page 5). Peer reviewers do not all need to be toxicologists-they could be risk assessors, or other health scientists, depending on the document to be reviewed. c. What was the total number of hours (per year) needed to accomplish all toxicity reviews, risk assessments, and peer reviews? Answer to Q2c: For individual task orders, the contractor will be required to submit a quote to include the number of personnel and proposed hours to satisfy the requirements in each task order. The government will then review the contractor's quote to make a determination on its' reasonableness. All resulting task orders will be awarded as a firm fixed price.
