- This notice is a Request for Information (RFI) and is not a Request for Quotation (RFQ) and/or a Request for Proposals (RFP). The government will not award a contract on the basis of this notice or otherwise pay for any price or cost related to; and/ or associated with the preparation and submission of information solicited by this notice. The Request for Information is for planning and market research purposes only. This notice is a Request for Information (RFI) and is not a Request for Quotation (RFQ) and/or a Request for Proposals (RFP). The government will not award a contract on the basis of this notice or otherwise pay for any price or cost related to; and/ or associated with the preparation and submission of information solicited by this notice. The Request for Information is for planning and market research purposes only. Therefore, the information obtained by the Government as a result of this notice will not be publicly released. Pursuant to FAR 15.201(E), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Federal Motor Carrier Safety Administration (FMCSA) is seeking market research, potential sources and best practices information meeting certain aspects of the Beyond Compliance Program requirements of Section 5222 of the Fixing America's Surface Transportation (FAST) Act. The independent source must have the capacity to review petitions for compliance with the program requirements and make recommendations for approval/disapproval to FMCSA. The independent source must verify that voluntary technologies or safety programs were implemented by the motor carrier, generate letters to motor carriers regarding acceptance and/or removal from the program, including warning letters, establish periodic verification programs to ensure the continued use, develop and implement automated assessment programs to identify the impacts of the technology or systems on baseline safety, assess the effectiveness of voluntary technologies or safety programs, provide reports to FMCSA regarding status of motor carrier eligibility to remain in the program. Background: The Federal Motor Carrier Safety Administration's (FMCSA's) mission is to reduce commercial vehicle-related fatalities and injuries. Section 5222 of the Fixing America's Surface Transportation (FAST) Act requires FMCSA to implement a "Beyond Compliance" program no later than 18 months after the enactment of the Act. Through this program, the FMCSA Administrator must allow recognition, either through credit recognized by a new Beyond Compliance BASIC, or an improved Safety Measurement System (SMS) percentile, for a motor carrier that: (1) installs advanced safety equipment; (2) uses enhanced driver fitness measures; (3) adopts fleet safety management tools, technologies, and programs; or (4) satisfies other standards determined appropriate by the Administrator. General Information: The government may be utilizing non-government personnel under this RFI. The role of these non-government personnel is to function as technical advisors to the Government reviewers. These non-Government personnel will have access to the information submitted in response to the RFI, and will provide technical expertise and/or advice as required. All non-government personnel have Non-Disclosure Agreements on file with the Government. PART II - Submission of Information: Vendors desiring to respond to this Request for Information shall provide a Technical Capability Statement as follows: 1. Statement is limited to three (3) total pages (excluding Cover Letter, Table of Contents and any relevant diagrams, charts or tables.). 2. Responses must be unclassified and any proprietary information provided must be marked accordingly. To protect such data, each line or paragraph on the pages containing such data must be specifically identified and marked with a legend similar to the following: "The following contains proprietary information that (name of Responder) requests not be released to persons outside the Government, except for the purposes of review and evaluation." 3. Page size 8.5 x 11, Font Type: Times New Roman, Font Size 11, One Inch Margins 4. Statement must include the following business information within the Cover Letter: a. General Services Administration Federal Supply Schedule (GSA -FSS) contract number(s) and corresponding period of performance b. Business Size and Socioeconomic Status (i.e., Large Business or Small Business Concern [8a, SDVOB, HUBZONE, WOSB, etc.) c. Specify size standard associated with NAICS code: 541690, Safety Consulting Services d. Point of contact, telephone number, FAX number, email address, and company address To be responsive to the RFI vendors must submit complete information electronically by Monday, July 18, 2016 at 3:00 PM (Eastern Standard Time). Submitted responses shall be in Microsoft Word and/or Adobe Acrobat format. The FMCSA recipient email address is: Adina.Felton@dot.gov. No telephone calls or electronic communication will be accepted to address questions pertaining to the RFI. If late information is received, it may be considered by the Government reviewers depending upon Agency time constraints. Please Note: the Government is not required to provide feedback to vendors that respond to the RFI as well as vendors responding to the RFI will not be paid for any information submitted.
