- This is a SOURCES SOUGHT for the purpose of obtaining market research only. No proposals are being requested nor accepted under this sources sought. The New York District of the U.S. Army Corps of Engineers will use information obtained by this sources sought to develop an acquisition strategy for the replacement of kitchen and food serving equipment in Washington Hall, Building 745, Hall B; a dining facility that serves 5,800 cadets daily at the U.S. Military Academy, West Point, NY (USMA-WP). The intent of this sources sought is to access industry's small business concerns including 8(a) companies within New York, New Jersey and Pennsylvania with an SBA approved office for competition in New York, Historically Underutilized Business Zone (HUB Zone) and Service-Disabled Veteran-Owned Small Business (SDVOSB), and all small businesses under the size standard, capability and interest in performing a construction project within USMA-WP using the design-bid-build process to meet the needs of the U.S. Military Academy. The U.S Army Corps of Engineers, New York District is preparing plans and specifications for the replacement of kitchen and food service equipment within a dining facility at West Point, NY. The scope of work includes the replacement of existing mobile buffet food serving units in the Cadet Mess Servery. The new equipment shall be high quality food serving equipment capable of serving 5,800 cadets daily. The new equipment will match the existing facility architectural style and shall preserve the historical building qualities per the State Historic Preservation Office (SHPO). In the first floor kitchen, two existing grills will be removed and replaced with a new high capacity gas-fired pizza oven. An existing Ansul fire suppression system will be modified to accommodate the pizza oven. The building utilities that serve the new equipment will be upgraded and modified as necessary to provide mechanical, electrical, and plumbing (MEP) services. Architectural repairs to floors, walls, and ceilings related to the installation of the new kitchen and food serving equipment and related MEP support services shall maintain the existing historical and functional space of the dining area. The demolition and installation work will be performed in phases that will minimize impacts to the dining services. Asbestos, lead-based paint, bio-hazard or other hazardous materials, if found, will be handled, stored and disposed of in accordance with current laws and regulations. Sustainable principles will be integrated into the design development and construction of the project in accordance with Executive Order 13423 and other applicable laws and executive orders. The anticipated North American Industry Classification System (NAICS) code for this project is 236220, Commercial and Institutional Building Construction with a corresponding Standard Industrial Code (SIC) of 1542, Nonresidential Construction, Nec and a Small Business Size Standard of $36.5 million. The Government must ensure there is adequate competition among contractors for work to be performed under this solicitation. The anticipated Magnitude of Construction is between $3,000,000.00 and $5,000,000.00. Interested businesses shall respond to this Sources Sought Synopsis by submitting two (2) examples of previous experience related to the installation of commercial kitchen equipment and large scale food serving equipment in facilities similar to institutional dining facilities. The information submitted will be considered in the development of the acquisition strategy to support this program. Responses are restricted to U.S. firms that are established and registered in the System for Award Management (SAM), www.sam.gov. For 8(a) and HUBZONE, firms must be certified by the Small Business Administration (SBA). All interested businesses responding to this Market Research shall be limited to the information required above and shall be submitted via email or in writing by mail no later than 1600 (4 pm) EST on Friday July 1, 2016. If set-aside for small businesses or 8(a) concerns. The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. If set-aside for service-disabled veteran owned small businesses concerns. The concern will perform at least 15 percent of the cost of the contract performance incurred for personnel will be spent on the concern's employees or the employees of other service-disabled veteran-owned small business concerns If set-aside for HUBZone small business concerns. (i) At least 15 percent of the cost of contract performance to be incurred for personnel will be spent on the HUBZone prime contractor's employees; (ii) At least 50 percent of the cost of the contract performance to be incurred for personnel will be spent on the HUBZone prime contractor's employees or on a combination of the HUBZone prime contractor's employees and employees of HUBZone small business concern subcontractors; and (iii) No more than 50 percent of the cost of contract performance to be incurred for personnel will be subcontracted to concerns that are not HUBZone small business concerns.
