Description
Amendment is issued to extend the Response Date to allow time for offerors to proposed both a 12-month lease option AND a lease-to-purchase option. New equipment is preferred for lease to purchase. Type of equipment must be identified, as well as useful life of equipment. The equipment supplied must be in operational or repairable condition throughout the term of the lease. Operational condition means the equipment is performing as intended, all accessories ar operating as intended and in all respects, the equipment is performing up to the standards in the manufacturer's specifications. Repairable condition means that the equipment can be repaired by a qualified technical within the terms of the maintenance agreement. Additionally, all required replacement parts are available and the equipment down time does not exceed that specified in the maintenance agreement. The contractor shall respond with the following: (a) Monthly payment based on the rate and initial and residual values of the equipment (b) Confirmation of the availability of equipment on the required delivery date (c) Extend of warranty coverage, if any, of the leased product (d) cite cost of any mandatory maintenance, as applicable (e) The Termination Ceiling charges, as applicable (i.e., early termination) If the lease to purchase option is selected, the offer and resulting purchase offer shall state the purchase price and provide a formula which shows how the purchase price will is established for time of purchase. All orders for leasing shall remain in effect through the Government fiscal year (or as extended by Congress), or the planned expiration date of the lease, whichever is earlier, unless the NRL exercises its rights hereunder to acquire the title to the equipment prior to the planned expiration date. Despite the fact the the delivery order will specify the total lease terms, orders under the lease shall not be deemed to obligate succeeding fiscal year's funds or to otherwise commit the NRL to a renewal. Equipment leased under this agreement may be terminated at any time during a Government fiscal year, by the NRL's Purchasing Office responsible for the purchase order, in accordance with FAR 52.212-4, paragraph (l) Termination for Government's Convenience.
