- Notice of Intent to Sole Source-Construction Phase Services North Post Access Road/Control Point This Notice is being published in accordance with Federal Acquisition Regulation (FAR) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source contract. The statutory authority for this sole-source procurement is FAR 13.501, "Special documentation requirements." USACE, Baltimore District intends to sole source Title II services for the North Post Access Road/Control Point at Fort Belvoir, Virginia to Gannett Fleming Inc. Gannett Fleming is the original designer of record for the North Post Access Road/Control Point at Fort Belvoir. These services were previously procured under W912DR-09-D-0015 Task Order 0020, however the task order expired prior to exercising the Optional CLINS for Title II services. The following Title II services are still required: a) Review of Shop Drawings; b) Site Visits during Construction; c) Technical Assistance during Construction In accordance with 13.501, Special documentation requirements This notice is not a request for competitive proposals. All responsible sources may submit a capability statement, which shall be considered by the agency. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. It is anticipated that award will be made, within approximately fifteen (15) days after the date of this notice unless the Government determines that any other organization has the capacity to meet this requirement. The approved Justification and Approval, (J&A), for this requirement will be posted following the award of this requirement. Response Date: 2:00 p.m. EST June 30, 2016.
