- Redacted J&A NOTICE OF INTENT TO SOLICIT ON A LIMITED SOURCES BASIS AND AWARD A PURCHASE ORDER ON THE BASIS OF THE LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA): The United States Coast Guard (USCG), Aviation Logistics Center (ALC), Medium Recovery Range (MRR) Procurement Division, intends to solicit on a limited sources basis and award a purchase order for Engine Overhaul Services. The statutory authority for this acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1. This is further expounded in FAR 6.302-1(b)(1)(ii) to include a limited number of sources. Responsible sources are limited to the Original Equipment Manufacturers (OEM), GE Engine Services, LLC, H&S Aviation, or those sources authorized by the OEM, to perform Engine Overhaul Services with access to the proprietary technology to perform the services. See attached J&A for additional details. The North American Industry Classification System Code (NAICS) is 336412-Aircraft Engine and Engine Parts Manufacturing with a size standard of 1500 employees. The Product Service Code is J016-Maintenance, Repair, and Rebuilding of Equipment Aircraft Components and Accessories. The small business set aside has been dissolved. Drawings and specifications are not available and cannot be furnished by the Government. Delivery is requested ninety calendar (90) days after induction. The USCG desires early deliveries therefore early shipments are encouraged at no additional costs to the Government. F.O.B. point is Destination. Inspection and Acceptance under this contract will be performed at ALC Receiving. The Contractor shall furnish a Certificate of Conformance in accordance with FAR 52.246-15. Certificate of Conformance must be submitted in the format specified in the clause. Solicitation number HSCG38-16-Q-J00335 is assigned for tracking purposes. All responsible sources may submit a capability statement, proposal, or quotation, to mrr-procurement@uscg.mil with HSCG38-16-Q-J00335 in the subject line which shall be considered by the agency if received no later than 12:00 P.M., (EST) on June 21, 2016. Offerors other than the OEM must provide proof of OEM certification to overhaul all Engine Components required in the schedule. Providing a certificate from the OEM stating their approval will suffice. Award will be made upon determination of the lowest price technically acceptable. If the Original Equipment Manufacturers (OEM), GE Engine Services, LLC is the LPTA, then this requirement will be awarded on GE Basic Ordering Agreement SPRTA1-12-G-0006. Anticipated award date is on or about June 24, 2016.
