Description
This synopsis is intended for 8(a)(6) Afghan National vendors only. This synopsis is a sources sought notice being used to conduct market research. The U.S. Government (USG), in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 225.7703 - Enhanced Authority to Acquire Products or Services from Afghanistan, i s seeking 8(a)( 6 ) Afghan National vendors only, with the capability of p r o v i ding a s e c u r e an d r e li ab le m ean s o f d ist r i bu ti n g r e c on st r u ct i o n m a t e r i a l, s e c u r ity e q u i p m en t, f ue l, m isc e ll aneou s d r y c a rg o an d l i f e s u p po r t a s s e ts t hr ou g hou t t h e C o m b i ne d J o i n t O pe r a ti on s A r e a – A f g han is t a n ( CJO A - A ) t o an d f r o m F o r w a r d O p er a ti n g Ba s e s ( FO B s ), C o m ba t O u t p o sts ( CO P s) an d o t he r de si g na t e d de li v e r y s i t e s. Transportation services include secure movement of supplies or equipment throughout Afghanistan / CJOA-A. Transportation services include movement of: · Suite I, Bulk Fuels (Class III) Transportation - The Contractor shall provide all labor and equipment for ground transportation of TS1 fuel (Russian grade jet fuel), Jet-Propulsion Type 8 (JP-8) fuel, Diesel Fuel Type 2 (DF2), and unleaded fuels. The Contractor shall provide 5,000 gallon (20,000 liter) and 10,000 gallon (40,000 liter) fuel tankers, and one bobtail for every 5 assets in the convoy. · Suite II, Dry Cargo (Class I, II, IV, VI, VII, VIII, IX, X) Transportation - The Contractor shall provide all labor and equipment necessary for ground transportation in containerized, break-bulk, temperature sensitive containers for cargo listed in the classes above. Required assets include Flatbed Trucks (FBTs) capable of transporting one 20 foot container, FBTs capable of transporting one 40 foot container, or two 20 foot containers. Contractor will provide containers as required. Contractor shall provide one (1) bobtail for every five (5) assets. · Suite II I, H ea v y C a r g o ( Cl as s I, II, I V, V I, V II, V I I I, I X, X ) T r a n s po r t a t ion - T he Contractor shall provide all labor and equipment necessary for ground transportation in containerized, break-bulk, temperature sensitive containers Contractor shall provide trucks equipped with 20 foot, 30 foot, and 40 foot Lowboy Trailers. Contractor shall provide 40 foot Heavy Equipment Transports (HET), also known as “Super Lowboys”, with a maximum ground clearance not to exceed thirty-eight (38) inches. All trucks shall be capable of transporting heavy and oversized cargo, which is defined as no less than a seventy (70) Ton Trailer capacity and 10 foot deck width. All trailers shall be capable of safely self- and transporting disabled and damaged cargo and equipment. Contractor shall provide one (1) bobtail for every five (5) assets assigned. Contractor shall provide 20 foot converted HMMWV containers, when required as identified on LMR/TMR. Additional bobtail assets may be required at the USG’s discretion. The USG may require Lowboys and Super Lowboys have an operational winch rated at 55,000lbs (24,948kgs) or better pulling capacity. The Government requests that interested parties respond to this notice by providing the company's capabilities statement addressing the following requirements: 1. Ability to fully mobilize within 30 days 2. Identify which suite(s) company is able to support a. Suite I Fuel b. Suite II Dry Goods c. Suite III Heavy Cargo 3. Describe all assets on hand that will be used to provide transportation services and provide number of available asset listed below: a. 5,000 fuel tanker b. 10,000 fuel tanker c. Flatbed Trucks – 20 foot and 40 foot d. Bobtails e. 20 foot, 30 foot, and 40 foot Lowboy Trailers f. 40 foot Heavy Equipment Transports (HET) g. 20 foot converted HMMWV containers 4. If unable to provide services to all three suites the USG encourages companies to enter into joint venture agreements to cover all three suites. The USG anticipates multiple awards to those companies that can cover all three suites first, then review available vendors to determine if awards issued to companies with abilities to provide services to only one or two suites. 5. Company name, point of contact, address, telephone and fax numbers, email addresses, duns number, cage code, tax id number. 6. Past performance and experience. No solicitation will be issued at this time. Participation in this effort is strictly voluntary with no cost or obligation to be incurred by the U.S. Government. The U.S. Government will in no way be bound to this information if any solicitation is issued as a result of this Sources Sought. Notice to Contractors: All contractors who provide goods or services to the Department of Defense (DOD) must be registered in the System for Award Management (SAM).
