- The Registry of Patient Registries (RoPR) is a web-based repository of information regarding patient registries. The current Contract HHSA290201400004C is to facilitate and advance the use of registries and registry research as well as implement the Outcome Measures Framework (OMF) and add more extensive stakeholder engagement to build a library of common outcome measure definitions to populate the OMF. The RoPR contract has four parts: 1. Maintenance and further development of the Registry of Patient Registries; 2. Develop an Outcome Measures Framework to represent definitions of outcome measures; 3. Develop the next editions of the AHRQ "Registries for Evaluating Patient Outcomes; A User's Guide"; and 4. Develop a web based community forum for sharing of information about registries. In the first year of the contract, the project team reviewed other similar systems for creating a library of outcome measure data definitions. This modification will add funds for the resources to have a structured effort led by working groups of clinical experts to develop standardized outcome measures in specific condition as recommended in the report from the first year of the current RoPR contract. Based on the design for the outcomes measures framework developed in the previous contract and the information model developed in the current contract, the sole source modification will implement the outcome measures framework, including design, testing, meeting all pertinent government requirements and incorporation into the AHRQ Registry of Patient Registries. The contractor shall also develop standard data libraries to populate the outcome measures framework for five clinical areas that are common in the RoPR system. The contractor shall establish five working groups for the outcome measures framework (one in each of the clinical areas) comprised of registry holders, EHR developers, policy makers involved in the development of quality measures and other types of mandatory reporting, clinicians, health systems, industry, FDA, CMS, AHRQ, ONC, CDC, NLM, NQF and patients. The contractor shall convene in person and web based meetings of the working group. The contractor shall work with the National Library of Medicine (NLM) Common Data Element Repository during the development of the data definitions. At the end of the contract modification period, the contractor shall incorporate the standard definitions into the RoPR Outcome Measures Framework and the NLM Common Data Element Repository. L&M Policy Research is the current contractor on the RoPR project. This modification is for the addition of work that will be closely integrated with the ongoing work currently taking place on this effort. L&M has been performing this work/building this system over the past 2 years. In the current contract, the contractor is designing and developing the data model for the OMF and will continue to run the AHRQ Registry of Patient Registries (RoPR). Because the OMF will be integrated into RoPR, the current contractor is uniquely positioned to maintain the validity and consistency of the system without unnecessarily reproducing work. L&M will be able to seamlessly integrate new tasks into ongoing work without duplication of effort, unacceptable delays and additional costs accrued to the government. It is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirement. This notice of intent is not a request for competitive proposals. A determination by the Government as to whether or not to compete this proposed modification action based upon responses to this notice is solely within the discretion of the Government. The final Justification for Approval (J&A)/Justification for Other than Full and Open Competition (JOFOC) supporting this sole source action will publicly be made available as required after the contract modification award.
