- Description
- The General Services Administration is requesting proposals from electric generation suppliers to provide electric power supply to Federal accounts behind PEPCO in Maryland and the District of Columbia. The Government has divided its electric requirement into two (2) pricing groups. The first pricing group is for PEPCO Maryland and the second pricing group is for PEPCO DC. Each pricing group fixes energy prices and passes through capacity and transmission charges. The successful offeror(s) will supply all electricity components for the respective pricing groups. Deliveries will begin with the June 2017 meter read date and end with the August 2021 meter read date for each pricing unless otherwise specified. The contract term will be fifty (50) full monthly billing cycles. A six (6) month extension period is included in the contract. The approximate total annual electric requirement is 435,000 MWhs for the PEPCO MD group and 1,450,000 MWhs for the PEPCO DC pricing group in year one. Each pricing group will have a renewable power content requirement. A provision to require establishing a PJM subaccount for GSA grid-based renewable projects is included. The price offered for each pricing group will apply to all accounts in each pricing group. The fixed price may change during the term of the contract. Multiple awards will be considered. Offerors are not required to offer pricing for all pricing groups. All pricing groups are available on a full and open competition basis. This procurement is being conducted on an unrestricted basis. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. This announcement constitutes the presolicitation notice and the synopsis. The Government intends to award a contract(s) to the offeror that offers the lowest evaluated price for each pricing group and meets the solicitation's technical requirements. Supplier technical responses to the solicitation are due no later than 2:00 p.m. on July 12, 2016 via email only to the Contracting Officer (see solicitation instructions). Pricing will be submitted to the Contracting Officer on July 19, 2016 via email to the contracting officer (see solicitation instructions).
