- The purpose of this notice is to perform SOURCES SOUGHT/MARKET RESEARCH. This is NOT a Solicitation. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. RESPONSES REQUESTED FROM ALL INTERESTED PRIME CONSTRUCTION FIRMS (LARGE AND SMALL BUSINESSES) This U.S. Army Corps of Engineers, Honolulu District, is performing market research for the following potential construction requirement: Project Description: The U.S. Army Corps of Engineers, Honolulu District has a requirement to replace approximately seven (7) existing training buildings located at East Range, Schofield Barracks. The buildings shall be demolished to the slab and rebuilt. The buildings are approximately 20 feet wide by 40 feet long. Existing separation distances between the five buildings varies between 18'-6" to 27'-9". Demolition shall include removal of existing wood frame buildings with existing metal roofing. The entire structure shall be removed down to existing concrete slab on grade. The existing concrete slab on grade shall be reused. Construction of the replacement buildings shall include new concrete stem walls at the lower portion of exterior walls for building flood protection. Interior floor finish shall be polished stained concrete finish. The base will be exposed concrete. Interior walls will be painted gypsum wallboard over metal studs, set over a concrete stem wall. A painted gypsum board ceiling with metal ceiling framing secured to the roof trusses will be provided. 24" x 24" ceiling access door(s) will be provided at each building to access the attic space from the inside. Exterior walls constructed above the low concrete stem walls, shall be constructed using 6 inch cold formed steel studs with blanket wall insulation R=13, fitted between studs, exterior cement board horizontal siding (similar to "HardiePlank horizontal lap siding") and interior gypsum board wall finished with three coats of paint. Horizontal siding shall have a 10 inch exposure for each horizontal slat. Soffit material shall be provided for all buildings. Walls shall be one-hour fire-rated and shall be constructed of 3-5/8" metal steel studs with 5/8" type "X" interior gypsum wall board on both sides, finished with three coats of paint. Roof construction shall be Standing Seam Metal Roofing over steel decking installed over light gage steel trusses with blanket roof insulation R=19. Color of roofing shall complement the exterior wall color and shall be selected and coordinated with the DPW Architect. Gutters, Downspouts and Cast Iron Boot: Gutters and downspouts shall be fabricated with the same material as the standing seam metal roofing. Gutters will be provided with gutter expansion joints and 4'-0" high cast iron downspout boots will be provided to protect the lower half of the downspout from damage. Provide 3-stack awning-style vinyl windows for all replacement buildings. Glazing for awning windows shall be constructed using laminated glass. Walls shall be framed to allow for future penetrations through walls. Utility penetrations shall be typically located in each building type and provided in the quantity of 3 per building. A 4 feet wide concrete slab will be provided around the perimeter of the building to help with erosion control and drainage around each of the buildings being replaced. Slab will have a slope of 2% away from the building. Two each semi-recessed Fire Extinguisher Cabinets (FEC) are being provided in each of the administrative buildings, one at each end of each building. This is a design-bid-build project. The North American Industry Classification code (NAICS) is 236115 - New Single-Family Housing Construction (except For-Sale Builders). Size Standard for this project is $36.5 Million. The Government intends to award a firm-fixed price construction contract. The project magnitude is between $1,000,000 and $5,000,000. The Government may use responses to this market survey to make an appropriate acquisition decision for this project. The type of solicitation issued and the manner of advertisement may depend on the responses to this market survey. Responses are requested from only interested PRIME CONSTRUCTION CONTRACTORS. Interested PRIME CONSTRUCTION CONTRACTORS should submit a narrative demonstrating their specific experience with the work described in the paragraph entitled "project description" above. Respondents should also consider the geographical location of this project. Construction contracts awarded by the Army Corps of Engineers require compliance with EM 385-1-1 Safety Manual. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS MARKET SURVEY shall include: A. Your intent to submit for this project when it is formally advertised. B. Name of firm with address, phone and point of contact. Indicate whether or not your firms is a U.S. firm or a foreign firm. C. CAGE Code, DUNS number, or a copy of your Representation and Certification in SAM.gov. D. Size of firm (large or small), to include category of small business if applicable, such as 8(a) small business, Historically Underutilized Business Zone (HUBZone) small business, Service Disabled Veteran Owned Small Business (SDVOSB), and/or Women Owned Small Businesses (WOSB). E. Firm's Bonding Capacity - single and aggregate capability. F. Contract data sheet identifying your recent and relevant experience that would qualify your firm to perform the specified type of work. This should include documentation of past specialized experience and past performance in performing projects similar in scope, magnitude, and complexity. Submit no more than five (5) past completed projects within the past five (5) years from the date of this Sources Sought. Provide any additional information to further substantiate the capabilities of your firm to perform the specific type of work that this project involves.
