- 52.212-5 Terms and Conditions This notice is a Notice of Intent (NOI). The Government intends to negotiate on a sole source basis with Wyatt technologies Corp. for the purchase of rodent cages and accessories for existing equipment. This acquisition will be made in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and solicitation for commercial Items," as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. This acquisition will be processed under FAR Part 13 Simplified Acquisition Procedures (SAP) and FAR 6.302 Circumstances permitting other than full and open competition. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-88 May 16, 2016. The North American Industry Classification System (NAICS) code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees. Wyatt Technologies Corp. is small business for this code. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure on a sole source basis from Wyatt Technologies Corp. one Optilab TrEX instrument with installation. The instrument is required by the Laboratory of Malaria Immunology and Vaccinology (LMIV) The Optilab T-rEX is required to properly and reproducibly characterize the absolute molar mass and size of malaria antigens and conjugates eluting from the HPLC size-exclusion chromatography. The equipment is compatible with the Astra software which currently runs the SEC/MALS system. Equipment List: 1) Optilab TrEX, Catalog # WTREX, Differential refractive index detector for HPLC/GPC/FPLC, QTY: 1 2) On-site Installation Place of Performance: NIH, 5640 Fishers Lane, Twinbrook 1, United States. FOB: Destination The government intends to a firm fixed price purchase order to the responsible contractor as a result of this notice of intent will include the terms and conditions set forth herein. The award will be based on the following; price, capability to meet the requirements, delivery and the best value to the government.
