- SOURCES SOUGHT ANNOUNCEMENT FOR QUALITY ASSESSMENT SERVICES ON A MUNITIONS RESPONSE SITE CONTRACT THIS IS A SOURCES SOUGHT ANNOUNCEMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT OR REQUEST FOR PROPOSAL. NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. This Sources Sought Announcement is a market research tool being used to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and issuance of a Solicitation. The intent of this sources sought announcement is as follows: (1) The Government is researching the contract types (i.e. Firm Fixed Price, Time and Material, Cost Type etc.) customarily utilized in the Marketplace for quality assessment services in support of the Munitions Response(MR) Program. The Naval Facilities Engineering Command Engineering and Expeditionary Warfare Center (EXWC) is the specialty center of the Naval Facilities Engineering Command (NAVFAC). EXWC ™s Environmental Department requires a contract to perform Quality Assessment of the MR Contractor(s) conducting Munitions and Explosives of Concern (MEC/MPPEH) geophysical classification at one MR Site in Virginia near Washington DC. The purpose of this Quality Assessment is to provide the Navy Remedial Project Manager (RPM) with processes for managing, assessing, communicating, controlling, sampling and acceptance testing activities and techniques, and to facilitate these processes. These activities and techniques, in combination with the objective data and the use of the Oasis Montaj UX-Analyze program are intended to assess the MR Contractor ™s MEC/MPPEH geophysical classification investigation and removal efforts and provide the Navy RPM a high degree of confidence that the work meets stated requirements. Quality Assessment of advanced classification data processing and decision making is critical to ensuring the effective removal of MEC/MPPEH from the project site, thus ensuring protection of public health and safety and the environment. (2) The Government is researching to identify potential qualified 8(a), Historically Underutilized Business Zone (HUBZone), Service Disabled Veteran-Owned Small Business (SDVOSB), and Small Business (SB) offerors for completing a Quality Assessment on one MR site implementing geophysical classification. All work must be performed following applicable and appropriate Department of Navy (DON) guidance and policy for munitions response actions and consider all site documentation, reports and work performed to date. Generally, the Quality Assessment includes, but is not limited to: Documenting and verifying the quality of the MR Contractor ™s MEC/MPPEH geophysical classification investigation/removal activities. Reviewing the MR Contractor ™s written MEC/MPPEH-related geophysical classification work plans, Standard Operating Procedures, the Contractor ™s Quality Control Plan, Quality Assurance Project Plan, and other documents, as required by the MR Contractor ™s Statement of Work (SOW). Based upon this review, the Quality Assessment Surveillance Plan (QASP) will ensure that the procedures and plans developed by the MR Contractor are being followed and the objectives of the project are being met. Verifying the MR Contractor ™s MEC/MPPEH geophysical classification investigation/removal activities are in accordance with Navy requirements and requirements in the SOW and individual Task Orders. Conducting in-process Quality Assessment and oversight of MR Contractor activities as early as possible during the project, to ensure the quality of the MEC/MPPEH geophysical classification investigation/removal results. Based on information obtained from these assessments, report any concerns related to quality of work to the project manager as appropriate and discuss corrective actions. Ensuring that all field processes are consistent and repeatable using Oasis Montaj UX Analyze. This includes geophysical classification data collection, anomaly reacquisition, intrusive investigation, field data logs, equipment checks, and all QC procedures. Documenting and analyzing Quality Assessment findings. Ensuring that any discrepancies or problems found through the Quality Assessment program are consistently reported and that corrective actions are documented and their implementation is confirmed. INTERESTED SOURCES SHOULD RESPOND WITH INFORMATION CONCERNING WHAT TYPE OF CONTRACT VEHICLE IS CUSTOMARILY UTILIZED IN THE MARKETPLACE FOR THE ABOVE MENTIONED SERVICES PERTAINING TO QUALITY ASSESSMENT ON A MUNITIONS RESPONSE SITE. Also, please complete the attached Questionnaire by providing the firm ™s identifying information, Small Business Status, and experience/capabilities in performing the stated services. THIS ANNOUNCEMENT IS NOT A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR TO ULTIMATELY AWARD A CONTRACT. The applicable NAICS Code is 541620 Environmental Consulting Services with a size standard of $15 Million.
