Description
The following question was received and answered as follows: Q: "...your RFP and wanted to check whether you intentionally did not include a task for the contractor to facilitate the implementation of the solutions. You have the contractor convening agency staff to outline the solutions and its overall implementation plan, as well as to evaluate agency progress on solutions but nothing on the facilitation of the solution. Is that correct?" A: You are correct. Facilitation of the solutions by the contractor is not an absolute requirement. Rather, it is anticipated that during the assessment of the organization and its' needs (Situational Assessment), and also while working with staff (Coalition Building) the most appropriate processes for implementing the solutions will be identified and integrated into the solution measures developed (Agency Convening and Solutions Review). The intent of this approach, and other aspects of the Statement of Work, is to provide the contractor with the flexibility needed to propose and implement the most appropriate solutions based on what is learned by working with the agency and its' staff. Moreover, it was felt that being too specific about how needs are identified and solutions are developed and implemented might restrict optimal performance and results. There are no changes to the RFQ or its response date.
