Description
The National Institute of Standards and Technology (NIST) seeks information on commercial vendors that are capable of providing a Roots Pumping System to support nanoscale science research in the Center for Nanoscale Science and Technology (CNST) user facility. After results of this market research are obtained and analyzed, and specifications developed, NIST may conduct a competitive procurement and subsequently award a Purchase Order. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. NIST has a requirement for a Roots Pumping System to circulate the mixture gas in dilution refrigerator System to support scanning probe nanoscale science research at cryogenic temperatures in the CNST user facility. To avoid mixture gas contamination and loss the pumping system must have a high leak tightness specification, while also providing high pumping speeds for the dilution refrigerator application. After results of this market research are obtained and analyzed, and specifications developed, NIST may conduct a competitive procurement and subsequently award a Purchase Order for a Roots Pumping System. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. The Roots Pumping System shall meet the following minimum requirements. Minimum Specifications for Roots Pumping System •All pumps shall be mounted on a common frame with casters. •The leak rate of pumping system shall be tested and certified to be less than or equal to 1x10E-7 mbar liters/sec. Item 1: 1st stage pump, model Pfeiffer Okta 1000 M a.Pump shall be a magnetically driven roots pump b.Pumping speed be at least 1000 m3/h c.Inlet flange shall be DN 160 ISO-F d.Outlet flange shall be DN 100 ISO-F e.Physical size of the pump shall be no larger than 500 x 500 x 1200 mm f.Pump shall be air cooled g.Power input shall be 208 V, 60 Hz, 3 phase h.Pump shall be filled with only PFPE Fomblin type oil Item 2: 2nd stage pump, model Pfeiffer A100L a.Pump shall be a multistage dry (oil less) roots pump b.Pumping speed shall be at least 100 m3/h c.Ultimate pressure shall be 5x10E-3 torr or less d.Inlet flange shall be DN 50 ISO-KF e.Outlet flange shall be DN 25 ISO-KF f.Physical size of the pump shall be no larger than 300 x 300 x 700 mm g.Power shall be 208 V, 60 Hz, 3 phase Item 3: Remote mount control cabinet a.Remotely mounted control cabinet shall be provided to power to 1st stage, 2nd stage, and a NIST auxiliary pump with interlocks to 4 MKS gauges (see diagram in pumpcontrol.pdf). b.Input power: 208 V, 60 Hz, 3 phase, 5 wire, WYE power. c.Output power: 208 V, 3-phase, 60 Hz power to 1st stage Okta 1000 M pump, 208 V, 3-phase, 60 Hz power to 2nd stage A100L pump, power to auxiliary NIST pump at 120V, 7 amps, single phase, 60 Hz. d.Control unit shall have interlocks to 4 MKS gauges, wired to MKS SPDT outputs rated at 2 A, 30 V. The gauge interlocks shall be wired as follows: 1.Gauge 1 setpoint relay shuts off OKTA pump only, and leaves 2 other units on. 2.Gauge 2 setpoint relay shuts off both A100L and OKTA pumps. 3.Gauge 3 setpoint relay shuts off Aux unit only, and leaves 2 others on. 4.Gauge 4 setpoint relay shuts off all 3 units. 5.Gauge controls should be able to be reconfigured by changing wiring in control unit. e.The control unit shall have a master on/off switch, and on/off push buttons to turn each pump on and off. f.The control unit shall have two sets of lamps for each pump and auxiliary unit to show on or fault condition, see diagram in pumpcontrol.pdf g.The control unit shall have four lamps to show if setpoint reached on the 4 gauge inputs. h.The control unit shall interlock with the over temperature thermistor relays in the 1st and 2nd stage pumps. i.The control unit shall have phase sequence control for the correct power phases to the pumps j.The control unit shall have a remote control interface to monitor if the pumping unit is On/OFF, or OK/Fault. k.The control unit shall have an hour meter. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 333911 - Pump and Pumping Equipment Manufacturing, as those domestic sources having 750 employees or less. Please include your company's size classification and socio-economic status in any response to this notice. Companies that can provide fast multichannel digitizer cards that meets the stated requirements are requested to email a detailed report describing their abilities to forest.crumpler@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that manufactures the system components for which specifications are provided. 2. Name of company(ies) that are authorized to sell the system components, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indication of number of days, after receipt of order that is typical for delivery of such systems. 4. Indication of whether each instrument for which specifications are sent to forest.crumpler@nist.gov is currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
