- Draft SOW Market Survey Questionnaire The 502d Contracting Squadron at Joint Base San Antonio (JBSA) - Lackland is seeking sources capable of providing personnel, materials, supervision, and other items necessary to perform the services identified in the (draft) statement of work. This notice is for planning purposes only and shall NOT be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services, and does NOT constitute a commitment (implied or otherwise) that a procurement action will be issued. The purpose of this request for information is to determine the capability of potential sources and the availability of commercial sources pursuant to FAR Part 10, specially of small business concerns. Responses to this notice are strictly voluntary. The Government is not liable for any costs incurred by interested parties in responding to this request for information. Interested parties are encouraged to respond with information not constrained by proprietary data rights. However, if proprietary data is included in your reply, please mark it appropriately. DESCRIPTION OF SERVICES : This project is a Design-Build requirement; the NAICS identified with the requirement is 237310 "Highway, Street, and Bridge Construction". The objective of this project is to replace/repair the damaged Gary Ave. asphalt road and improving the drainage to reduce any localized flooding. The road consist of two locations of Gary Ave., the North (two parts) and South end located at JBSA-Lackland. The overall scope of work (SOW) includes demolition of an asphalt road along with curbs (as needed), gutters (as needed), and utilities (if needed); also design and installation of new asphalt road with new curbs (as needed), gutters (as needed), and utilities (if needed). The prospective contractor shall provide its own method of insuring the finish project of the surface of the road is flat (example: string line, survey, GPS, etc.). Contractor shall use own method to adjust elevations to bring curbs, the road and other structures/utilities that are greater than a half inch out of alignment to maintain proposed finish grade elevation. Contractor shall use own method to assure road is no more than an eighth of an inch out of alignment of proposed elevation. The contractor shall provide a smooth ride quality for the posted speed. Interested contractors are requested to provide a response to the attached questionnaire. All questions and responses must be submitted in writing to Andrew Sorensen ( andrew.sorensen@us.af.mil ) not later than 24 June 2016 at 2:00 p.m. (CST). Respondent will not be notified of the results of the information; however, the contracting officer will utilize the information for technical and acquisition planning. All proprietary information not to be disseminated in Government documents must be clearly identified. Since this is a sources sought announcement only, no evaluation letters and/or results will be issued to the participants. This market survey is issued to determine the applicable planning and acquisition strategy based on responses from small business indicating an interest in responding to this requirement.
