Description
This is a pre-solicitation notice only and does not constitute a solicitation; accordingly, no response is due at this time. Specific instructions on submitting proposals will be contained in the solicitation documents to be issued on or after the date listed below. The Mission and Installation Contracting Command - Fort Sam Houston intends to issue a request for proposal (RFP) to provide Strong Bonds Logistics Support (Conference and Training) for The Office of the Chief of Chaplains (OCCH) located in Washington, D.C. The period of performance is (Phase-In starting 30 Aug 2016 through 29 Sep 2016), 30 Sep 2016 - 29 Aug 2019 a three year ordering period. OCCH is responsible for managing the Army's Logistics Support Services. This requirement will include event planning services and administrative support for the U.S. Army Strong Bonds (ASB) Program. Training and event planning support will include assisting unit ministry teams with site selection and negotiation; coordination for audio visual services and Information Technology, child care, conference space, lodging rooms, meals, and transportation. Administrative support will include assistance with attendee registration, post-event after action reporting, invoice reconciliation, confirmation of receipt of services, and onsite support for selected DACH level training events as identified in the performance work statement. Most of the training events will focus on Strong Bonds Training Events and Strong Bonds Instructor Certification training. There is an anticipated maximum of 3000 worldwide unit level training events and six (6) instructor certification trainings are anticipated annually. The typical attendance size for most unit level events is sixty (60) adult participants plus children. Training attendance goal is (60) single Soldiers, thirty (30) married couples, and thirty (30) families per event. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide the necessary Logistics Support Service. The solicitation will be set-aside for Service Disabled Veteran-Owned Small Business (SDVOSB). NAICS 561920 (Size Standard: $11M) applies to this procurement. All responsible SDVOSB sources may submit a proposal. The solicitation will be posted to Federal Business Opportunities (www.fbo.gov) on or about 20 June 2016 with proposals due approximately 30 days following the issuance of the solicitation, once posted. These dates are subject to change. All amendments to the solicitation will be likewise posted on this website. Contractors are cautioned to check the website periodically for amendments. Solicitation mailing list will not be compiled and amendments will not be sent out in paper copy. All contractors must be registered in the System for Award Management database (SAM.gov) to be eligible for award of a contract. Faxed offers and amendments will not be accepted. A question period will be opened at time of solicitation.
