- This is a Request for Information (RFI) for planning purposes only and is not a Request for Proposal (RFP), Invitation for Bid (IFB), Request for Quote (RFQ) or an obligation on the part of the Government to acquire any products or services. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback with regard to its submission. The Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. The information provided in this RFI is subject to change and is not binding on the Government. The purpose of this request is to obtain information on potential sources. Defense Logistics Agency (DLA) has a requirement to establish a License Agreement for a medical and surgical classification system for Readiness Management and other logistics functions performed by Defense Medical Logistics Standard Support-Wholesale (DMLSS-W) in support of the DMLSS-Retail (DMLSS-R) applications and systems Service logisticians use, which include the U.S. Army, U.S. Air Force, U.S. Navy, and U.S. Marine Corps. The placement of a fixed price contract is anticipated. The Government is seeking sources that are able to immediately supply this product. I. Requirement: The Defense Logistics Agency (DLA) requires a classification tool that determines functional equivalencies for over 600,000 medical and surgical products and items that have yet to be classified and are purchased by its Department of Defense (DoD) agencies, customers and DoD Readiness components. The tool must include an agreement that: • Authorizes the government's and its customers' developers access to the raw data for system integration purposes. • Authorizes the Department of Veterans Affairs (DVA) and its customers' developers access to the raw data for system integration purposes, as an optional line item. • Provides product classification, standardized nomenclature and identification of functional equivalents for both pharmaceutical and medical/surgical items. • Authorizes classification programming results to be displayed on government-owned materiel management information systems (MMIS) for customer visibility and use. • Provides electronic (automated) classification of medical/surgical items for National Stock Numbers (NSNs), DLA Distribution and Pricing Agreements (DAPAs), DLA electronic catalog (ECAT), and the Defense Medical Materiel Program Office (DMMPO). • Provides manual classification of medical/surgical items for National Stock Numbers, DLA Distribution and Pricing Agreements (DAPAs), DLA electronic catalog (ECAT), and the Defense Medical Materiel Program Office (DMMPO), to include subsequent/batched/like items (size, color, etc.), when electronic classification is not available. • Provides manual classification, as optional line items, of DVA-unique medical/surgical items and DVA hospital consumable items, to include subsequent/batched/like items (size, color, etc.), when electronic classification is not available. • Includes a Vendor Synonym Table.
