- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under the authority of FAR 13.106(b)(1), with Tech Imaging Services, Inc. for a compact high speed camera and microscope lens system to be used by the NIST Engineering Laboratory (EL). ***** Sole source determination is based on the need for a Photron FASTCAM Mini AX200 camera and an Infinity K2 Distamax lens. The Photron FASTCAM Mini AX200 is the only camera that meets EL's requirement for: 1. A camera body size small enough to file onto EL's existing camera setup (less than 120 mm x 120 mm, and less than 1.6 kg weight) 2. A high frame rate such that the dynamic motion of objects can be captured within the field of view (>6400 frames per second at 1 megapixel, and greater than 100,000 frames per second at 256 x 160 pixels) 3. High sensitivity such that it can capture dim sources, limit the intensity and cost of any required illumination, enable faster shutter speeds to limit motion blur, and enable broader dynamic range (better than ISO 40,000) 4. At least 16 gigabytes of memory to capture longer duration videos Furthermore, the Infinity K2 Distamax lens is the only lens that meets EL's working distance, magnification, and resolution specifications in addition to being small enough to fit within EL's current experiment setup. This camera and lens solution is the only combination with the camera body size, high frame rate, sensitivity and memory to satisfy EL's requirements. Tech Imaging Services is the only authorized distributor for both Photron and Infinity in the state of Maryland. Sources Sought notice number NB735150-16-03752 for vendors selling compact high speed camera and microscope lens systems was posted to FedBizOpps. The sources sought notice did not reveal any other companies capable of fulfilling this requirement. *****The North American Industry Classification System (NAICS) code for this acquisition is 333316 - Photographic and Photocopying Equipment Manufacturing. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by June 24, 2016, 3:00 p.m., EST will be considered by the government. Responses shall be submitted via email to amber.gray@nist.gov.
