- The United States Bureau of Reclamation (USBR) intends to negotiate a sole source purchase order with Forest Technology Systems (FTS), 1065 Henry Eng Place, Victoria, BC, V9B6B2, Canada for Data Logger/GOES Transmitter, FTS H1R-G6-TLM and GOES antenna with cable kit, FTS EON 2, under the authority of FAR 13.106-1 (b)(1)(i). FTS is the manufacturer of the Data Logger/GOES Transmitter and GOES antenna. A sole source justification has been prepared in support of this acquisition. Bureau of Reclamation's Newlands Project (Project), Lahontan Basin Area Office (LBAO) currently operates and maintains a total of 24 of gaging stations. In order for LBAO to continue providing oversight of water deliveries of the Newlands Project and to ensure the integrity of the collected data and in the Project new dataloggers are required. Truckee-Carson Irrigation District (District) maintains and operates about 130 additional gages. The District is purchasing 50 FTS H1 dataloggers from Forest Technology Systems and has plans to replace all of their remaining dataloggers with FTS H1 loggers. The LBAO plans on transferring maintenance and operation of its twenty four (24) gages to the District shortly after the new dataloggers are purchased and the gages are functioning correctly. By standardizing the equipment and purchasing the same Forest Technologies FTS H1 dataloggers as those purchased by the District, compatibility with the existing equipment is ensured and both new and seasoned employees are able to limit the training and troubleshooting steps required when operating the dataloggers. This acquisition is being advertised under NAICS Code 334519, which has a size standard of 500 employees. This notice is not a request for proposals. Firms believing they have the capability to provide the above Data Logger/GOES Transmitter and GOES antenna must provide written notification to the Government point of contact listed below by no later than Thursday, July 7, 2016 at 4:30 pm PT. Responses shall include supporting evidence in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. All responses received by the due date will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses shall be emailed to the Government point of contact Mouang M. Phan at mphan@usbr.gov and shall reference notice number R16PS01126. Responses should include the firm's Dun and Bradstreet number and Tax Identification Number and the firm's business size (i.e. small business, other than small business, etc.) in accordance with the size standard for NAICS Code 334519, which are 500 employees.
