See the What's New? document for details. *NOTICE* This post has been edited to include the DRAFT Performance Work Statement dated May 9, 2016. SOURCES SOUGHT Air Force Contracting Information Technology (CON-IT) The Business Enterprise Systems (BES) Air Force Life Cycle Management Center (AFLCMC), Acquisition Systems and Support Branch, HIBB, at Wright Patterson Air Force Base (WPAFB), Ohio is issuing a Sources Sought to gather information intended to gain knowledge of industry capabilities regarding the CON-IT program. The information gathered is intended to be used as part of market research for the CON-IT program. Potential vendors shall not consider this as an invitation for bid, request for quotation, or request for proposal; nor shall potential vendors consider this request as an obligation on the part of the Government to acquire any products or services. This is a market research survey to determine the availability and adequacy of potential sources. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted. There is no solicitation at this time and requests for a solicitation will not receive a response. Any and all direct or indirect costs or charges incurred by any vendor arising as a result of this notice are the responsibility of the vendor and shall not result in any obligation to the Government. No funds have been authorized, appropriated, or received for this effort. The Air Force is utilizing the Defense Information Services Agency (DISA) Integrated Defense Enterprise Acquisition System (IDEAS). IDEAS is a mature operationally proven Government-Off-the-Shelf (GOTS) contract writing solution built on the Appian Commercial-Off-the-Shelf (COTS) Business Process Management (BPM) platform. IDEAS will be configured and further developed to become CON-IT and meet the AF's requirements for the contracting community. The requirements will include at a minimum services for development, integration, data migration, training, sustainment and maintenance. There is a Bullet Background Paper, Attachment 1, which provides a high overview of the requirements for the CON-IT acquisition. The CON-IT team is using this notice to find potential sources that may be interested in this acquisition. The North American Industry Classification System (NAICS) code for this acquisition is 541511, Custom Computer Programming Services. All interested and qualified sources, including small businesses, are encouraged to respond. If interested as a prime and considering the type of technical capability required for this work, your company must be capable of performing 51% of the work for this requirement. There is a CON-IT Quad chart, Attachment 2, includes questions regarding services, capabilities, key commercial and government customers, and business size status. Please answer all of the questions from the Quad Chart in an executive summary format. The executive summary format is at the discretion of the vendor and there is no page limitation on your responses. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). In addition to the questions in the quad chart the following information must be provided in the executive summary: a. Company Name and Address b. Company Business size for NAICS Code c. Identify participation in HubZone Small Business, 8(a) participation, Veteran-Owned Small Business (VSOB), Service-Disabled Small Business (SDVOSB), Small Disadvantaged Business, or Women-Owned Small Business (WOSB), Small Business d. Small Business Graduation Date, Company Size, and average annual revenue e. List any multiple contracts that your company holds f. Point of Contact for questions and/or clarifications to include telephone numbers and E-mail address The Government is accepting questions/recommendations, to be submitted in accordance with Attachment 3. Only one question or recommendation should be stated per chart. There is a limitation of ten question/recommendation charts that may be submitted. All responses should be sent to the Contract Negotiator, Laura Caravantes at laura.caravantes@us.af.mil, 937-257-2607, and the Contracting Officer, Barbara Phillips at barbara.phillips.4@us.af.mil, 937-257-5240, by 11 May 2016, 4:00 P.M. EST. An Industry Day is planned for Tuesday, 24 May 2016, at 9:00 A. M. Eastern Standard Time (EST). The location for Industry Day will be at the Wright Patterson Air Force Base (WPAFB) United Services Organization (USO) Center, 2221 Birch Street, Building 1222, WPAFB, Ohio 45433. The Industry Day will include the opportunity for one-on-one sessions. There is an Industry Day Post, Attachment 4, which provides the details and instructions for participating. There is a registration Form, Attachment 5, which will need to be submitted. The form needs to be filled out completely to include the block stating the request for a one-on-one session. The CON-IT Quad Chart and Executive Summary is also required to be submitted in order to attend Industry Day. All responses should include the Quad Chart, Executive Summary, and the Industry Day Registration Form which includes the request for a one-on-one session. All responses should be sent to the Contract Negotiator, Laura Caravantes at laura.caravantes@us.af.mil and the Contracting Officer, Barbara Phillips at barbara.phillips.4@us.af.mil by 11 May 2016, 4:00 P.M. EST. You will be notified by 16 May 2016, 4:00 P.M. EST what time slot your company has for the one-on-one sessions. There will be no walk in's allowed. There is a What's New document which will provide a running log of what is placed on Federal Business Opportunities (FBO) concerning the CON-IT development acquisition. We'll not only identify the item(s) posted but also what has changed, as applicable. The latest posting will be on the top. If there are any questions related to the What's New document they should be addressed to our Contract Negotiator, Laura Caravantes, laura.caravantes@us.af.mil or to the Contracting Officer, Barbara Phillips, barbara.phillips.4@us.af.mil. Organizational Conflict of Interest (OCI) as defined and discussed in Federal Acquisition Regulation (FAR) Subpart 9.5, Organizational and Consultant Conflicts of Interest, is a concern in all acquisitions across the Department of Defense (DoD). Early involvement with our industry partners is a key element of the OCI process, and it is critical for the Government to be able to identify any potential OCI issues as early as possible for an acquisition. This would allow ample time to address and evaluate any potential OCI issues, if required, prior to any possible contract award with minimal impact to critical acquisition schedules. Interested vendors are requested to evaluate their potential OCI issues with regard to this requirement and identify those issues to the Contracting Officer (CO) in accordance with FAR Subpart 9.5. This will assist the CO in determining if the vendor will need to submit an OCI Mitigation Plan for any solicitation that might result from this notice. The AFLCMC Ombudsman hears concerns about specific issues in acquisitions, communicates those concerns from industry or Government personnel to AFLCMC/CC, and assists in the resolution of those concerns. The Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes, nor does the Ombudsman diminish the authority of the program manager, contracting officer, or source selection official. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. When approached with an issue or query the Ombudsman independently assesses the situation and provides a response or initiates a resolution, and when requested, will maintain confidentiality as to the source of the inquiry.
