Statement of Work Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E232 Bethesda, MD 20892, UNITED STATES Description The National Cancer Institute (NCI), Small Business Innovation Research (SBIR), plans to procure on a sole source basis services for an NCI SBIR exhibit table at the upcoming RESI conference from Life Science Nation located at 9 Hamilton Place, Suite 2B in Boston, MA 02108. The purpose of this conference is to foster opportunities to conduct outreach with potential SBIR applicants developing novel cancer-related drugs and technologies. In addition, the exhibit will expand the network and maintain relationships with potential investors and partners of portfolio companies to enable continued future efforts to facilitate partnerships as well as to enable select portfolio companies an opportunity to meet with potential partners and investors. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 561920 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The mission of NCI is to reduce the suffering and death due to cancer. This entails bringing novel therapeutics, diagnostics, and other technologies to patients who need them. While NCI supports mechanisms, these products need additional support through final stages of development and commercialization beyond what NCI or NIH can provide. NIH awardees who are developing promising new products must establish effective partnerships to secure additional funding, expertise, and resources for their products to reach patients. Building the foundation for these partnerships can easily take several years and is best initiated early during the research stages that typically supported through NCI SBIR awards. For this conference, NCI is partnering with other NIH ICs (NINDS, NHLBI, NIAID, and NIDDK) who are similarly focused on providing awardees with opportunities. This IC partnership will help to secure a better price. The RESI Conference is specifically designed to create dialogue between early stage life science companies and investors. RESI aims to cover the diversity of interests in the life science sector, and provide a forum for discussion about the new landscape of life science investment. For RESI, Life Science Nation has also developed the unique RESI Innovation Challenge, a virtual presentation contest in which biotech and medtech companies create poster board presentations to engage with fellow RESI attendees. All attendees are provided with RESI Cash tokens when they collect their conference badges, which they can use to make virtual investments in Cash investment receives complimentary subscription to the LSN Investor Platform or a professional consulting service from LSN and is featured in LSN's newsletter, Next Phase. Each conference brings in a different type of investor for a different technology and type. Therefore, matching SBIR awardees to appropriate investor conferences is a highly specific process. The RESI conference has a track record with recruiting investors interested in early stage life science companies, especially those with an interest in therapeutics. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 5:00 PM EST, on June 23, 2016. All responses and questions must be in writing and faxed 240-276-5401 or emailed to David Romley, Contract Specialist OR via electronic mail at david.romley@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
