- •1. The Naval Air Systems Command (NAVAIR) intends to issue a sole source Firm Fixed Price Order under Basic Ordering Agreement (BOA) N00019-16-G-0008 Lockheed Martin, Missiles and Fire Control (LMMFC), Archbald, PA for the induction, inspection and repair of the Dual-Mode Laser Guided Bomb (DMLGB) Computer Control Group (CCG) WGU-53 series. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c) (1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." LMMFCC is the original designer, developer, and manufacturer of the DMLGB Computer Control Group (CCG) WGU-53, as such, owns the proprietary data that is required to perform the efforts of this requirement. LMMFC is the only known source that possesses the knowledge of the DMLGB, data, tooling, and experience required to successfully provide these supplies and services to complete these efforts. This notice is published for information purposes only and is not a request for competitive proposals. However, responsible interested parties may submit a capability statement in which they identify their interest and capability to respond to this requirement. The Government will consider all information received by 1 July 2016. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
