- Description
- The South East Regional Maintenance Center wants to conduct a market survey of the private ship repair industry in accordance with FAR 15.201 to determine industry's views on and interest in providing Navy certified dry-docking facilities and dry docking related services, maintenance and modernization on U.S. Navy Cruisers (CG), Destroyers (DDG), Patrol Coastal (PC), and Littoral Combat Ship (LCS) Variant I class ships home-ported in the Mayport, FL area. The drydocking services and dry docking related maintenance and modernization on Navy ships would include docking, undocking, provision of temporary services as well as maintenance and modernization of ships' underwater hull, running gear, sea valves, access cuts, etc. Projected dockings will include all scheduled dockings for Mayport homeported ships (8 dockings currently scheduled) and possible emergent dockings during the next two years. These dry-docking contracts will include the Navy's Access to Vessels clause. It is the Navy's intent to ensure adequate competition in the homeport area as defined by FAR 15.403-1(c)(1) prior to soliciting for these scheduled dockings. To fully explore and evaluate whether adequate competition exists in the homeport area and to identify any and all issues that must be addressed and/or resolved to accomplish the above requirement(s), prospective offerors for upcoming dry-docking procurements are invited to provide documentation proving ownership or have committed access (in the form of an executed teaming or resource sharing agreement) to a certified dock capable of berthing a DDG-51 class, CG-47 class and/or an LSD class ship.
