Description
SF1449 THIS IS A COMBINED SYNOPSIS/SOLICITATION for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are being requested and a written solicitation will not be issued. Solicitation number M0026316T0038 is issued as a request for quotation (RFQ) using the commercial procedures in accordance with FAR Part 12. The Source Selection procedures are in accordance with FAR Part 13. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88 and DFARS Publication 20160607. The Regional Contracting Office, Marine Corps Recruit Depot- Parris Island, SC intends to solicit and award a Firm Fixed Price contract for a Turbocor Compressor, Daikin (brand name or equal) with installation (to support Water Cooled Chiller Model # WMC145DSC, Serial # STNU0903000 Chiller). This solicitation is unrestricted under the North American Industrial Classification System (NAICS) code of 333415 with a size standard of 750. All applicable Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses are contained in SF 1449 M0026316T0038 attached to this synopsis. Offerors responding to this announcement shall submit their quotes in accordance with FAR Part 12 and additional instructions, conditions, and notices to offerors provided in the attached Section L of the SF1449. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer, or complete the Reps and Certs in the System for Award Management(SAM) and reference SAM completion in quote. Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. All other additional contract requirement for this acquisition can be found in the attached SF 1449 In accordance with FAR 52.237-1, a site visit may be scheduled upon request. The basis for award is a Best Value Tradeoff. This procurement is being conducted under FAR Parts 12 and 13 procedures. Technical Acceptability and Lead Time after Contract Award when combined, are significantly more important than price. The apparent successful offeror shall have acceptable past performance. See Section M of the attached SF1449. The closing date and time for this solicitation is June 23, 2016 at 4:30 PM Eastern. Offerors are responsible for ensuring that their submitted quote has been received and is legible. All responsible sources may submit a response which, if timely received, will be considered by the agency. It is the intent of the Government to issue one award; however, the Government reserves the right to issue multiple awards. Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" in accordance with FAR 52.212-1(f). Electronic submission via email is authorized. Please send email to the primary point of contact and copy the secondary point of contact listed below. The written submission must arrive by the stated deadline in order for a proposal to be considered complete and to be evaluated. There is a 5 MB size limitation on email attachments. Failure of any portion of the proposal to arrive by the stated deadline will result in rejection of the entire proposal. Solicitation Number M00263-15-T-0038 should be clearly marked on the outside of your proposal.
