Description
This is a design-build project to repair existing steam and condensate return piping with associated parts and work (i.e. excavation, fencing, concrete pit, condensate return storage tank, header, flash leg, pressure pump, drain pump, exhaust fan, duct, water supply, drain, asbestos abatement, cathodic protection and etc.) at GOQ area, Yokota Air Base, Japan. The magnitude of this project is between Y121,830,000 ($1M) and Y609,150,000 ($5M) in accordance with FAR 36.204 (f), which means the Government's Estimate falls in this range. The bidders are not required to furnish the bid guarantees. T he Contractor shall furnish performance bond covering 100% of the contract amount. Period of performance is 630 calendar days after issuance of Notice-to-Proceed. Pre-bid orientation & site visit will be conducted on 6 July 2016, at 0900 hours at 374th Contracting Squadron. Eligible v endors who desire to particpate in the orientation & site visit shall conta the POCs by e-mail at least two days in advance. The closing date & time of the bid is 20 July 2016, 1400 hours (JST) NOTE: This acquisition is unrestricted; however, the solicitation includes clauses authorized for the purpose of construction effort in Japan. The offerors must meet the following two requirements for OCONUS: (1) DFARS 252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed, and (2) FAR 52.236-7 (modified pursuant to AFFARS 5336.507), "Permits and Responsibilities" - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work.
