- Description
- The Naval Air Warfare Center Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis from DCS Corporation, 6909 Metro Park Drive Suite 500, ALEXANDRIA VA 22310-3273, a nine (9) month extension of contract N68936-11-D-0001 for 600,396 hours with a three (3) month option for 200,132 hours of support services. This is necessary for the continuance of contractor services to the NAWCWD Aircraft IPTs in their support of associated aircraft and weapons and support systems. The support services include research, development, test, and evaluation (RDT&E) technical support services and full systems integration. This contract extension is a bridge effort required to allow sufficient time to award a competitive follow-on contract with an anticipated award date of 31 July 2017. Per FAR 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements.' DCS is the sole source capable of providing these efforts without creating impact on the sponsor schedules, project schedules, operations and operational readiness that would be caused by a break in service. Due to the ongoing nature of the support services currently being performed under this contract DCS is the only practical source for providing the necessary continuation of these services until award of the competitive follow-on contract. The anticipated period of performance of this extension will be 01 November 2016 through 31 July 2017 with an option to extend through 31 October 2016. THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit information in which they identify their interest and capabilities to respond to this requirement. The Government will consider all information received by 05 July 2016 at 5:00PM PST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.
