This is a Request for Information only; it is not a request for quotations or offers. This procurement requirement is to determine whether any small business can provide can provide these services listed below: Network-9 Contracting Office on the behalf of the James H. Quillen VA Medical Center (Mountain Home), Corner of Lamont & Veterans Way, Mountain Home TN has developed this Request for Information (RFI)/Sources Sought Notice to solicit market research information from industry to assist the Government with analysis of a Government requirement and provide commercial insight on performance-based solutions, best practices, possible contractual arrangements, and potential issues. This RFI is to determine the availability of Small Business (preferably Service-Disabled and/or Veteran-Owned Owned) entities within the Mountain Home, TN area. THIS IS A REQUEST FOR INFORMATION ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication that Network-9 Contracting Office (NCO-9) will contract for the items contained in the RFI / Sources Sought Notice. This RFI/Sources Sought Notice is part of a Government market research effort to determine the scope of industry capabilities and interest, in accordance with Federal Acquisition Regulation (FAR) Part 13 response to this RFI / Sources Sought Notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI / Sources Sought Notice are strictly voluntary and are consider as information only. The Government will not pay respondents for information provided in response to this RFI / Sources Sought Notice. Responses to this RFI / Sources Sought Notice will not be returned and respondents will not be notified of the result of the review. If a solicitation is issued, it will be announced a later date, and all interested parties must respond to that solicitation announcement separately from any response to this announcement. This RFI / Sources Sought Notice do not restrict the Government's acquisition on a future solicitation. Network-9 Contracting Office (NCO-9) and James H. Quillen VA Medical Center (Mountain Home), Corner of Lamont & Veterans Way, Mountain Home TN are conducting market research for a Contractor to furnish Electric Switch Gear Inspection. Please review the draft Statement of Work Statement (SOW) provided below before responding to the market research questions as the Government desires that respondents offer their experience and recommendations on the following questions and issues related to this requirement. When addressing these items, respondents should consider the size and scope of the requirement described herein. STATEMENT OF WORK: General: The purpose of this work is to supply the necessary resources to complete the required 3-year inspection and testing of the Mountain Home VA Medical Center site's electrical power distribution system as required by the most recent VHA directive. Work will include, but is not limited to, the infra-red (I-R) or thermal testing/viewing/inspection of the Station's power system infrastructure, testing (per applicable codes and directives) of the system's circuit breakers, testing of the system's transformers, recording the results of the tests and inspections, and developing a comprehensive report of all the findings with recommendations on any equipment not meeting standards of the testing/inspections/maintenance based on the documents referenced in this package. Work will test, inspect, view, I-R scan, and test operate switchgear, panel boards, switch boards, breaker panels, automatic transfer switches (ATS), transformers (as applicable), circuit breakers - 90 Amp size and greater (as applicable), circuit breakers - below 90 Amp size (as applicable), bus work (as applicable), switches - high voltage / fused / non-fused / disconnect / etc. (as applicable), draw-out gear and relays, motor control centers (MCCs), motor starters - combination / manual / etc. (as applicable), contactors - lighting / etc. (as applicable), emergency power systems and generators (as applicable), and other electrical equipment as required by codes/standards/directives/statutes. Project Scope of Work: This project consists of furnishing all labor, materials transportation, equipment and supervision to perform professional survey, testing, inspection and maintenance of the electrical systems and equipment at James H. Quillen VAMC, Mountain Home, TN. This project will provide for complete engineering appraisal and testing services for all existing 90 ampere electrical circuit breakers and larger, including other electrical equipment such as transformers, switchgear, motor control centers, distribution center, and emergency power system, including all generator sets. Appraisal testing shall include a complete inspection, checkout, calibration, and operation for prevention and corrective maintenance. This project requires full documentation for testing and maintenance in compliance with NFPA 70 (NEC), NFPA 70B, NFPA 70E, NFPA 99, NFPA 110, OSHA 29CFR 1910. Selected Contractor will perform all work in strict accordance with the applicable specifications and drawings, which form the parts thereof. All drawings included in this package are for reference purposes only and in no way limit the responsibilities of the contractor in performing all work that is required to provide a complete job. Contractor must verify site conditions before commencing any work. Applicable equipment manuals (contractor must be able to show that they have ready access to these manuals if asked by COR) and VHA DIRECTIVE 1028 - ELECTRICAL POWER DISTRIBUTION SYSTEMS (Included in the Contract package) dated July 25, 2014. Contractor is to provide all pre-shutdown engineering appraisal services for scheduling, testing, etc., for all work involved. All outages shall be scheduled and approved in writing as soon as schedule allows advance. Schedule all work in existing areas with the Chief Facilities Management, at the station, sufficiently well in advance to enable the FMS Engineering Division to make any necessary arrangements. Coordinate with the Chief Facilities Management, in advance of any shut-off which will occur and which will be affected for a special period of time only after the engineering division staff is fully informed and has agreed to the schedule of shut-offs can the work then proceed accordingly. Energized work permits will be required for any work in energized equipment and all work will be done in compliance with and meeting the standards set forth in NFPA 70E. Requests for energized work permits shall be submitted at least three (3) work days prior to date when work is scheduled to be executed. Testing and maintenance work for all major electrical distribution apparatus such as power transformers, switchgear, motor control centers, distribution centers, and breakers shall be accomplished as specified herein. All major station (intra-Building) feeder cables, for buildings identified in this scope of work shall be tested and inspected. Contractor shall use an infra-red scanning camera to detect hot spots in the Electrical Power Distribution System. Objective of this work is to detect any loose, broken, or corroded connections in the system. Problem connections shall be replaced with new connectors, and/or tightened with torque wrench to meet the equipment manufacturers' specifications. Infra-red images shall be included with the final report. Contractor must perform all work between the hours of 7:30 p.m. until no later than 5:00 a.m. of the following morning unless approved otherwise by VA COR. Approximate work times will be submitted along with work schedule in writing for approval to Chief Facilities Management. The contractor shall provide sufficient work force to minimize down time. Contractor will coordinate all work performed under this contract with that of other contractors at this facility working in the same space. Qualifications of Contractors: Contractors shall be certified by the International Electrical Testing Association (NETA) as NETA Certified Technician, and completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training. A Contractor supervisor shall be on site at all times and that supervisor shall have a current OSHA 30-hour construction safety card. Those working on energized electrical equipment must have had NFPA 70E training in the last three (3) years and must provide documentation of the training. Contractors shall have technical trainings, and track records of working experience in maintenance, inspection, and testing of the Electrical Power Distribution System and its components in healthcare, industrial, educational, and commercial facilities for a minimum of five (5) continuous years. Contractors shall have site specific safety training - ALL contractor personnel working on site must complete a 1 hour site specific training class conducted at Mountain Home VAMC in Building 37 generally every Tuesday at 8:30 am. Requests for personnel to be trained shall be forwarded to the project's COR no later than noon on the Friday prior to the Tuesday on which the Contractor wishes to receive training. The contract drawing(s) indicate the extent and location of construction work. In any departure from the contract drawings are deemed necessary by the contractor, the details of such departure and the reasons therefore shall be submitted to the contracting officer for approval as soon as practical. No such departures shall be made without the proper written permission of the contracting officer. The contractor shall visit the premises to familiarize him or herself with all the details of the work and working conditions. Contractor shall advise the contracting officer of any discrepancy before performing any work. The contractor shall be specifically responsible for the coordination and proper relation of his work to the building, structure, phasing, and insure the safety of employees and workmen.
