- Justification and Approval for other than full and open competition This is a notice of a sole source. Please refer to attached, redacted, Justification and Approval for detailed information. The General Services Administration, Office of Governmentwide Policy (OGP), intends to award a sole-source firm fixed price (FFP) purchase order of a 1-year subscription, with 4, one-year options, to The National Contract Management Association (NCMA) for 43 people, with the option to add 10 more people on an annual basis using other than full and open competition procedures pursuant to the authority of FAR 6.302-1(a)(2). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, the Government will consider all responses received by July 20, 2016; 12PM EST. The Government will not be responsible for any cost incurred in preparation of proposals. A determination by the Government not to compete this proposed task order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a subsequent competitive procurement.
