- Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE EXTENSION 3 0 th Contracting Squadron, Vandenberg AFB, CA contemplates the award of a sole source contract extension to United Paradyne Corporation (UPC), the incumbent. The contract type will be Fixed-Price Incentive (FPI) with Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF) and Cost CLINS. The effective date will be 01 Oct 16 through 31 Dec 16 (three (3) one month option), for a total 3-month period. Reference FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The current ASSC contract provides for management, operations, maintenance and services to support launch programs for unconventional propellants, cryogenics and fuels accountability, personnel safety equipment, hazardous operation support, fleet management, systems and safety engineering, training and Transient Aircraft Maintenance/Aerospace Ground Equipment (TAM/AGE). Unconventional propellants Systems maintenance includes maintenance on propellant storage and dispensing systems, i.e., RPSE, transporters, high-pressure recharge units, high-pressure gas trailers and high-pressure gas systems and vessels, and protective handling equipment. Hazardous Operations Support (HOS) includes missile and propellant movements and hazardous payload support; emergency operations; escorts for emergency operations; Test Conductor coordination; convoy operations; toxic hazardous zone (THZ) control; roadblocks and sweeps. The contractor shall provide for on-site engineers to propose and evaluate system design changes/modifications and system integration. The contractor shall provide transient aircraft support services to include aircraft arrival, processing, and departure services, aircraft, and aerospace /launch program support at Vandenberg AFB and Patrick AFB. The contractor shall provide maintenance and logistical support to include aircraft, launch and range AGE utilized to support Western Range Operations and Maintenance. The current ASSC will expire on 30 Sep 2016. Currently, a a source selection is in progress for award of a follow-on contract to perform these services. This sole source extension award to UPC will accomplish this work in the event award of the follow-on ASSC contract is delayed. Due to the critical nature of the ASSC launch support requirements to our national defense and the need for uninterrupted service, it's in the government's best interest to award a sole source extension to UPC. The closing date for any responses to this proposed contract action is 6 July 2016.
