Description

The Defense Microelectronics Activity (DMEA) has prepared the attached Justification and Approval (J&A) for sole source procurement under the authority of Federal Acquisition Regulation (FAR) 6.301, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The J&A is made publicly available as required by 10 U.S.C. 2304(1) and 41 U.S.C. 3304(f) and in accordance with FAR 6.305(a). In accordance with Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1(d), the Contracting Specialist posted a Sources Sought Notice (SSN) for this requirement to FedBizOpps (www.fbo.gov) on 14 April 2016. The SSN did not result in any responses from potential sources by the response deadline of 28 April 2016. The Contract Specialist posted a Notice of Proposed Contract Action to FedBizOpps on 4 May 2016 to notify the public that DMEA intended to solicit, negotiate, and award a firm-fixed-price, sole-source, follow-on contract to FEI Company (5350 NE Dawson Creek Drive, Hillsboro, OR 97124-5793) by 16 May 2016. No responses were received from potential sources by the estimated award date. Solicitation HQ0727-16-R-0010 was issued to FEI Company on 6 May 2016. Contract HQ0727-16-C-0113 was issued to FEI Company on 8 June 2016.
