Description
The Department of Veterans Affairs is looking for firms that are classified under one or more of the following SBA programs: Small Business, 8(a), HUBZone, SDB, WOSB, SDVOSB, and/or VOSB. The firm must be a General Construction Firm with an approved NAICS Code 541620, Small Business Size Standard of $15 million. Project 657-313 Medical Facility Improvements & Cemetery Expansion is a multi-phased project whose intent is to eliminate outdated, inefficient, and unserviceable facilities to consolidate operations on the Jefferson Barracks medical center campus into fewer, more efficient and effective facilities that will better serve the medical center's mission while shrinking the footprint of the campus to facilitate expansion of the adjacent VA National Cemetery. This will result in a number of construction contracts that include demolition of existing facilities, which includes the proper removal and disposal of asbestos, lead, and other hazardous building materials, for which VA requires the support of a PIH/CIH. Under the project, VA anticipates awarding two construction contracts which include removal and disposal of hazardous materials in 2016, one in 2017, and one in 2019. PIH/CIH services are needed to assist the contracting officer (CO), project manager (PM), and senior resident engineer (SRE) in monitoring the construction (and/or demolition) contractor's performance for adherence to contract requirements and all laws, regulations, and policies applicable to abatement, removal, and disposal of asbestos, lead, or other hazardous materials. The work being sought is for PIH/CIH services that will result in reports and recommendations to the CO, PM, and/or SRE in support of these construction project phases. When quotations are to be submitted at a later date, the PIH/CIH shall provide the following documents to the Contracting Officer for the trained personnel that will perform the work specified below. Asbestos Inspector Licenses (Missouri - Current) Certified Industrial Hygienist License (Asbestos Project Designer Missouri - Current) Asbestos Air Sampling Professional Licenses (Missouri - Current) At this time, no solicitation exists; therefore, do not request a solicitation. Small Business Contractors and vendors having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this market survey/sources sought. Responses should include the following information: 1. Company Name 2. Address 3. Point of Contact 4. Phone number and e-mail address 5. DUNS 6. Business size determination and qualifying Small Business status 7. Certification of Small business Status Respondents are requested to submit a Capability Statement that exhibits clear and convincing evidence of your firm's capabilities and experience to perform the above described tasks. The capability statement is not to exceed 5 pages. This sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does NOT constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought. Small business concerns failing to respond to this add will not be precluded from responding to the solicitation. Note that this is not a Request for Proposal and the Government is seeking information for market research purposes only. The Government may or may not issue solicitation documents.
