- NASA/GSFC plans to issue an Invitation For Bids (IFB) for upgrades to the South Island Electrical system at Wallops Flight Facility (WFF), Wallops Island, Virginia. The requirement is for the construction and installation of electrical infrastructure; consisting of, but not limited to, the installation of a raceway and medium voltage cable system; open cut, particularly around connection points, manholes, enclosures, or electrical room work; installation of SF6 switchgear and transformers; and providing overcurrent protection via substation breakers with surge arresters. The project will be comprised of elevated manholes and directionally bored conduit. Experience in horizontal directional boring and medium voltage utility class electrical construction is required. This acquisition will result in a single fixed price construction contract. The order of magnitude for the procurement is between $1,000,000 and $5,000,000. The effort shall be completed within 364 days after notice to proceed. A bid guarantee, performance bond, and payment bond will be required. This procurement is a total small business set-aside. The NAICS Code and small business size standard for this procurement are 237130 and $36.5M, respectively. This is a new procurement. It does not replace an existing contract. No prior contract information exists. The anticipated release date of the IFB is on or about July 25, 2016, with an anticipated offer closing date of on or about August 24, 2016. The firm date for receipt of bids will be stated in the IFB. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/omb.html. The solicitation and any documents related to this procurement will be available over the Internet. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). FAR 52.236-27 Site Visit (Construction) (FEB 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit will be held. Time and location will be stated in the IFB. No provision in this notice in any way obligates the Government to pay any bid preparation costs. All contractual and technical questions must be submitted in writing. Telephone questions will not be accepted.
