Description
Specifications This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, NB687070-16-02527, is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-88. The associated North American Industrial Classification System (NAICS) code for this procurement is 334511, with a small business size standard of 750 employees. This is unrestricted and all interested parties may submit a quotation. It is being issued using the simplified acquisition procedures under the authority of FAR 13.5 Certain Commercial Items. This combined synopsis/solicitation is for the following commercial item(s): CLIN 0001: One (1) 12-Channel Arbitrary Pulse Sequencer 2.0 System per the attached Specifications. Description of requirements for the items to be acquired: National Institute of Standards and Technology's (NIST) Quantum Electromagnetics Division (Div. 687), in accordance with the National Institute of Standards and Technology, requires one 12-channel Arbitrary Pulse Sequencer including all accompanying electronics, cables, and accessories as detailed in the technical specifications below. This pulse sequencer should be compatible with existing NIST electronics and software. The package will support research in the Quantum Processing Group's Quantum Information Project to conduct randomized benchmarking of individual quantum-bits (qubits) and the gate operations between two or more qubits. TECHNICAL SPECIFICATIONS: The Contractor shall provide one (1) 12-Channel Arbitrary Pulse Sequencer 2.0 System as described below and per the attached Specifications. The Arbitrary Pulse Sequencer shall meet the minimum government requirements listed below: • At least 12 channels of synchronized pulse sequence generation • System can be comprised of separate modules of 2 or more channels each • There must be 10 ns resolution steering information between modules and channels • At least 14-bits of resolution sampled at 1.2 Gs/s for each channel • Each channel should drive at least +/- 1 volt into a 50 ohm load • There should be at least 1 GB of random access memory (SDRAM) available for external sequence and waveform storage on each module • The system must run using a 10 MHz reference clock to synchronize multiple modules Firmware • The system must have at least 128k sample waveform memory per channel • System must have fully-arbitrary control flow for branching, looping, jumping, and recursion in the waveform Trigger module • The system must be compliant with 1x SATA connection to computer and have SMA connections for high-speed input • The SATA connection must be capable of distributing at least 8 bits of steering information to each module every 10 ns. Delivery Schedule • 4-6 months after receipt of Award. BASIS OF AWARD: Award shall be made to the lowest priced, technically acceptable quoter. This will be a firm fixed price purchase order to the responsible contractor submitting a quote that meets all of the requirements of this RFQ and who has the lowest price. TECHNICAL CAPABILITY: Evaluation of Technical Capability will be based on the information provided in the quotation. Documentation submitted in the quotation shall be evaluated to determine that the proposed equipment meets or exceeds the Governments minimum required specifications. Failure to clearly and unambiguously demonstrate this will result in an "unacceptable" technical rating. PRICE: Price shall be evaluated for reasonableness. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Offerors shall meet the technical specifications and deliverable schedule. For each shipment made under this contract/order, the Contractor shall furnish itemized packing list(s), enumerating the specific contents of each shipping container and what specific individual components constitute a full and complete "unit" for each bid item. The packing list shall include the brief description of each item found in the schedule. If more than one container is required for each unit, each container should be marked accordingly, e.g., "Box 1 of 2," "Box 2 of 2" and the boxes, where feasible, should be taped or shrink-wrapped together as an issuable unit. The contract number and CONTRACT LINE ITEM NUMBER (CLIN) OR ORDER ITEM NUMBER shall be placed on the exterior of all containers. The Contractor shall submit a Quote, to be received no later than 2 p.m. Mountain Time, Friday, July 1, 2016 and must include the following: Company name, address, phone numbers, DUNS number, itemized quote including all minimum specifications.
