- This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR PROPOSAL. The associated North American Industry Classification System (NAICS) code is 334516 with a size standard of 1000 employees. AFRL requires the purchase of quantity one (1) entangled photon generation and measurement system. Required Capabilities: •Entangled photon generation and measurement system without pump pulse generation •EPS-1000,signal/idler selectable by tunable filters through 300 GHz range •Collinear signal/idler option with <100ps path matching •Fiber externally supplied, PA-1000-L-2-SC-custom 2-channel linear polarization analyzer integrated system (without polarizers.) •no detectors included The Government intends to negotiate a sole-source contract with the manufacturer of the required system: NuCrypt, LLC 1840 Oak Avenue Suite 212-S Evanston, IL 60201-3697 The Government has made a determination that no company other than NuCrypt, LLC can meet the requirement as the required system would need to maintain interoperability between existing NuCrypt, LLC equipment. Alternatives offered by other sources would require modifications and extensive integration, from which the Government would experience a duplication of costs not expected to be recovered through competition. This is a notice of proposed contract action and NOT a request for competitive proposals. However, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Responses to this notice must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 29 July 2016 A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
