The flood protecti o n improvem e nts id e ntif i ed under this pr io r Construct i on Contract fo r the railro a d Crossings at the north an d south leve e s o f the North Floodways were not perf o rmed becau s e t h e Union Pacific Railroad (UPRR) had not a pproved such work. Rec e ntly, the UPRR provid e d t h e USIB W C with the required a ppr o val in order t o perform thi s work at the affected railroad crossings. The wo rk for this project generally consi s ts o f levee emban k me n t improvements and constr u ction o f a c o ncre t e structure for pl a c e ment o f wooden stop logs at the north and south le v ee crossings o f the UP R R with the USIBWC levees. UPRR's rail lin e is l o cated between BU S 83 and I n terstate 2/83 and bri d ges acro s s the North Floodway and to the w e s t o f Mercedes i n Hidalgo C o unty, T e xas. The UPRR rail line i n tersects both le vee s at a lower elevation th a n the e xisti n g top o f levee elevations of the adjacent levees at the coordin a tes shown be lo w. T h e exi s ting top of levee elevat io ns of the adjacent levees are se t based o n t h e design flood o f 84,000 cfs f o r t h e North Floodway plus freeboard as required for the levee acc r editation by the F e deral Emergency M a nagem e nt Agency ( FE M A). The USIBWC Contractor that is a warded this project shall obtain Right of Entry Agreement and Permit from U P RR / RVSC (Rio Valley Switching Company ) an d closely coordinate w ith th e m thr o ughout the constructio n. The UP R R / RVSC will be performing wo rk within t h e project lim i ts, specifical l y betw e en t h e floodwall support walls approximate l y 13.5 fee t o n either side o f the railroad centerl i ne for a total o f 27 f eet widt h (exclud i ng the sheet pile s h oring), including grad i ng and process i ng o f e m ba n kme n t, rails, ballast, precast railroad concr e te panels, and cros s ‐ties. The US IB WC Contractor shall be responsible for all other work per the drawings and specifications and shall be responsible for coordinate all work with the railroad. The drawings will contain a sheet noting the suggested sequence of construction that outlines the work to be performed by the USIBWC Contractor and the UPRR/RVSC Contractor. The railroad emban k me n t portion o f t h e work (work between the floodwall supports) ne e ds to be comp l eted i n a sh o rt duration starting from a Saturday morning to the next Monday noon in order to minim i ze the disru p tion to railroad traffic. T h e remaining work ca n proceed outside this window. Performance Period: The Contractor shall have one hund re d tw e nty (1 2 0) calendar days to co m p l ete the proj e ct after the "Notice to Proceed (NTP)" has been provided by the USIBWC. The Contractor shall also have an additional ninety (90) calendar days for revegetation. Other Infor m ation: This is a 10 0 % S m al l Business S e t Aside. T h er e will be a site visit on Tuesday, June 28, 2016 at 9:00 AM CDT / 8:00 AM MDT which will c o mme n ce at the USIBWC Mercedes Fi e ld Office loc a ted a t 325 G o lf Course Ro a d in Merc e des, TX 78570 and then convoy to the site. The ma g n i t u de o f this project is between $500,000 and $1, 0 00,000.
