- ******THIS IS NOT A COMBINED SYNOPSIS/ SOLICITATION. THIS IS A PRE-SOLICITATION NOTICE ONLY. A FORMAL SOLICITATION WILL FOLLOW ONCE THIS POSTING CLOSES ON JUNE 28, 2016. NO OFFERS WILL BE ACCEPTED PRIOR TO FORMAL ISSUANCE OF SOLICITATION W31P4Q-16-R-0112.****** The purpose of this synopsis is to provide notice to the public of information applicable to the purchase of twelve (12) Tactical Mast Trailers, Version 2 (TMTs V2) with Covers. NAICS Code: 334220, PSC Code: 2330. This synopsis is being issued in accordance with FAR Part 5.204 Pre-Solicitation Notices. The Integrated Air and Missile Defense (IAMD) requires the TMTs V2 in 3Q FY16 for integration into IBCS Integrated Fire Control Network (IFCN) Relay major end items that support Low Rate Initial Production (LRIP) qualification and flight testing. The TMT V2 includes a 30-meter (98.5 feet), quick-erect telescopic mast, trailer, battery charger auxiliary power unit, and power distribution system. It is the Government's intent to pursue other than full and open competition pursuant to 10 United States Code (USC) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(A) and (B) entitled "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Pursuant to (FAR) 6.302-1(a)(2)(ii)(A) and (B), the Government anticipates solicitation and award to Contact! Corporation, 1818 Roberts Street, Winchester, Virginia 22601, CAGE Code 097B0. As the OEM, Contact! Corporation is the only known source that can provide proprietary parts and technical knowledge to successfully convert and configure the equipment to safe, original operating conditions. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. No set-aside is provided.
