- The Naval Medical Logistics Command on behalf of Naval Ophthalmic Support and Training Activity (Nostra) intends to negotiate on a sole source basis in accordance with (IAW) FAR 13.106-1(b)(1), with, is Optical Works Corporation, 7259 Border Ave, Muskogee, OK 74401-8624, as the only responsible source that can provide is capable of providing Dispensers/Melters, Low-Melting Alloy. NOSTRA has a requirement for two (2) Dispensers/Melters, Low-Melting Alloy. The all-in-one units shall be capable of heating, agitating, and transporting blocks through the reclaim tanks. Items being purchased in this acquisition: Description Catalog# Automated Reclaim Tank ARS Naval Ophthalmic Support & Training Activity (NOSTRA) has a requirement for two (2) Dispensers/Melters, Low-Melting Alloy [27-648]. The stainless steel stand-alone table top units shall be used to melt and remove alloy, polish debris from the surface blocks and retain the melted alloy for future reuse. The holding tanks shall retain the melted alloy to be retrieved for reuse in lens blocking processes. The all-in-one units shall be capable of heating, agitating, and transporting blocks through the reclaim tanks. The units shall be used in conjunction with 1- 1.2K Loh style surface blocks. The tanks shall heat to a minimum of 140 ̊ F to melt the alloy. The units shall be capable of utilizing low pressure air, between 2-4 psi. The low pressure air and mechanics shall agitate surface blocks and facilitate cleaning. Surface blocks with alloy shall be automatically transported via a wire conveyor belt through the tank of hot water to the exit side of the tank for retrieval. The stainless steel conveyor shall be capable of manual variable speed control, with an emergency stop button for safety. The holding tanks shall include a drain spout that has the ability to re-melt any alloy to have clogged the drain spout. The system shall be capable of maintaining a workload of 434,000 surface lenses per year. The footprint for the two units shall be no greater than 25" W x 45'' H x 61" L. The system, including claims made for the product, shall be compliant with Food and Drug Administration (FDA) regulations, regarding marketing and delivering medical products for use in the United States of America. These requirements shall apply even if delivery is requested outside of the United States of America. The system shall be installed in compliance with OSHA requirements. Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system, such that OEM warranty and service are provided and maintained by the OEM. All software licensing, warranty, and service associated with the equipment/system shall be in accordance with the OEM terms and conditions This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System 339115 with a Small Business Size Standard of 1000 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties that believe they are capable of meeting the requirement stated herein may submit technical data sufficient to determine that capability. All capability statements received by closing of this notification will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable contractor for providing Dispenser/Melters, Low-Alloy, is Optical Works Corporation, 7259 Border Ave, Muskogee, OK 74401-8624.
