- Dashields Lock and Dam is located on the Ohio River, 13.3 river miles downstream from the confluence of the Allegheny and Monongahela Rivers at Pittsburgh. The locks are located on the left bank at Glenwillard, Allegheny County, Pennsulvania. The upper and lower guide walls were constructed between the late 1920's to the early 1930's. The guide walls are ported concrete gravity structures founded on a prepared rock foundation. The ports are 16 ft wide open archways with an 8 ft concrete pedestal on either side of the archway joining the upper wall section to the foundation section. These ports are spaced throughout the entire length of the guide walls. USACE is undertaking a stabilization program for the guide walls. The stabilization method for the 430 foot long lower guide wall consists of installing pre-stressed vertical rock anchors and placing a reinforced concrete wedge on the landside of the existing tapered guide wall. Deteriorated concrete will be removed from the existing landside face of the guide wall in order to reach sound concrete. The new concrete wedge will extend the entire length of the lower guide wall and will be attached to the existing wall using adhesive rebar dowels. The vertical rock anchors will be installed from the top of the guide wall (approximate elevation 699) through the new concrete wedge and existing monolith and terminate in the rock foundation (approximate elevation 628). The anchors will be spaced at 5'-4" over the entire length of the lower guide wall for a total of approximately 76 anchors. All associated core drilling, grouting and stressing necessary for the installation of the anchors will be required. A small volume of soil and stone rip rap will be removed and replaced in order to facilitate construction. The existing security fence on the back face of the lower guide wall will be removed and replaced. The stabilization method for the 415 foot long upper guide wall is to reduce the loading on the wall by removing soil from the landside of the wall. The existing backfill is level with the top of hte guide wall (approximate elevation 705). The backfill directly landward of the guide wall will be excavated to an elevation of 681 and then slope upwards away from the guide wall. In order to stabilize the existing slope behind the excavation, a sheet pile wall will be installed approximately 45 feet landward of hte guide wall. Stone protection will be placed along the surface of the excavated slope between the sheet pile wall and the guide wall. Since the archways in the upper guide wall foundation are currently open, additional sheet piles will be driven at the landside face of the upper guide wall in order to prevent loss of slope material through the openings. The existing security fence landward of the upper guide wall will be removed and replaced. The contract includes an awardable option for a safety walkway to be constructed along the landside of the upper guide wall. The walkway will be approximately 324 feet long, 5 feet wide, and will consist of steel grating, channels, I-beams and bracing. The walkway will be attached to the existing monolity wall using post installed adhesive anchors. The monolith wall will be saw cut and concrete will be removed in order to install the walkway and create a level bearing surface for the steel beams and columns. The contract requires all material removed from the project site (i.e. concrete, soil, etc.) to be captured and disposed of at a commercially available, properly permitted, licensed landfill. The work may be accomplished by a combination of both land-based equipment and marine based equipment. Land based access will be via public roads. Restrictions and equipment setbacks will be in place for land based access in order to prevent surcharge on the existing lock structures. Temporary lock closures will be permitted for 10 hours per day Monday through Friday, except on federal holidays and other times as noted in the specifications. This is an unrestricted procurement.
