- Solicitation VA69D-16-Q-0978 - Notice of Intent to Sole Source reference FAR 6.302-1. The Great Lakes Acquisition Center is procuring the following items with installation included, for the Captain James A. Lovell Federal Health Care Center: - FH05072 - Reliance ® Vision ® Single-Chamber Washer/Disinfector with Steam Heat, 200-208v, 60hz, 3 Phase - Qty. 2 - FD000034 - NON-VENTED Op for Reliance Vision SC - Qty. 2 - FD76100 - Condensate Return Cool Down - Qty. 2 - FD76200 - Drain Discharge Cool Down - Qty. 2 - FD75000 - 4 Level Manifold Rack(Non-Compatible With Vision Mc) - Qty. 3 - FD74900 - 3 Level Manifold Rack - Qty. 2 - FD24300 - Transfer Cart With Hinge Latch - Qty. 4 - SR2222211011 - AMSCO ® 400 26x37.5x48 Prevacuum Single Hinge Recessed, 1-Wall LH Steam 208V/240V - Qty. 2 - AX0650230830000013 - ATLAS Transfer Carriage 26x37.5x48" (AMSCO 400) - Qty. 3 - AX068013081 - 48" Atlas Loading Car - Qty. 3 The Great Lakes Acquisition Center intends to award on a sole source basis, IAW 10 USC 2304(c)(1) and FAR 6.302-1, a contract to Steris Corporation, 5960 Heisley Road, Mentor, OH 44060, as the only responsible source to provide the above items. Captain James A. Lovell FHCC currently uses Steris Washers and Sterilizers throughout the entire campus to wash and sterilize dental and surgical instruments. Due to the current equipment, on the east campus, surpassing its life cycle and constantly being repaired, the need for new equipment is present. This requirement supports the Navy dental mission and is the life blood of the Navy recruiting process, and is considered to be a zero fail mission. FHCC cannot afford equipment failures at this site due to lack of backup capacity. VHA Directive 2009-031 requires standardization. Steris equipment is used throughout FHCC, and with staff rotating throughout the facility, it would not be cost effective for the Government to replace the requirement for the sole purpose of purchasing a different brand of equipment, which would exhaust a lot of time and money for re-training. FHCC staff has been trained on the Steris equipment in the other areas of FHCC and are competent to provide patient care using the Steris machines. The statutory authority for other than full and open competition is 10USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirement. The applicable NAICS Code is 339113 and the size standard is 750 employees. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for quotation or a solicitation of offers. However, all quotes received within three days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this requirement upon receipt of response to this notice is solely within the discretion of the Government. There will be no solicitation available.
